We are searching for an experienced Financial Analyst at our Palmer HQ facility.

Primary Duties and Responsibilities:

As Financial Analyst, the fundamental purpose of this position is to perform professional accounting work of a varied nature involving coordination of accounting entries, activities and related processes throughout MTA and Subsidiary companies. Coordinates internal and external financial audit activities; coordinates affiliate accounting activities for multiple companies, inter- and intra-company; responsible for preparation of monthly financial and consolidated financial statement; review corporate and affiliate accounting data and agreements to ensure compliance with legal and regulatory pronouncements. Prepares complex general journal entries to include reviewing, analyzing, reconciling, and correcting specific general ledger accounts to ensure accurate balances are reflected in the financial statements. Assists in the ongoing maintenance and development of the chart of accounts, financial close schedules, and processes. Provides staff level support for development of policy, method, and implementation, in context with business process activities as they relate to conducting general, financial, cost, and inter-entity accounting operations. This position must possess a working knowledge of GAAP and proper internal controls. This position requires an independent worker that can evaluate processes in accounting, accounts payable and receivable, inventory, procurement, budgeting, and fixed assets. Identify potential issues, process improvements, and implement them upon approval. Some of these improvements will require extensive software knowledge.

Primary functions of this position can include:

Coordinating internal and external financial audit activities. Preparing complex general journal entries to include reviewing, analyzing, reconciling, and correcting specific general ledger accounts to ensure accurate balances are reflected in the financial statements. Providing staff level support for development of policy, method, and implementation, in context with business process activities as they relate to conducting general, financial, cost and inter-entity accounting operations.

Performance of various banking activities, including investment and debt monitoring, insurance coverage and various tax filings and compliance related issues.

Responsible for coordination, design, formulation, preparation, presentation, execution, and monitoring of annual budget.

Provide support in all facets of fixed asset, inventory, work order, and depreciation applications. Knowledge and application of Regulatory/GAAP requirements regarding construction projects. Responsible for classification of construction projects to fixed asset accounts upon completion. Ensuring recording and summarizing of central office, cable and wire, land buildings, and Non-regulated plant additions and retirements are following regulations and GAAP.

SPECIFIC TASK DESCRIPTION:

Assists in the preparation and analysis of financial outputs of the Cooperative and Subsidiary. This includes financial statements, key indicator reports, financial presentations, and component profitability analyses. Responds to financial and statistical surveys, special projects and ad hoc analyses as required.

Supports continued strengthening and monitoring of internal accounting controls as they relate to fundamental purposes, to promote a best practices environment. Conducts ongoing internal audit of transactions and other inputs as they relate to quality control efforts within the accounting systems, formulates and reports recommendations to Finance management. This includes assistance with policies to control the risk of treasure activities.

Responsible for assistance with organizing and coordinating accounting processes for the enterprise systems. Assists the CFO and Controller in communicating procedures to Finance/Accounting and Subsidiary personnel as required.

In collaboration with appropriate corporate resources, is required to evaluate, establish operational specifications, develop, and maintain automated and/or manual accounting systems and processes. Assists with related systems implementations.

Perform banking activities including but not limited to: Monitor daily cash activity and balances; preparation and issuance of wire transfers and other e-banking activities; coordinate with financial institutions changes in bankcard merchant service agreements, commercial account agreements; monitor and track fees and service levels; review and develop recommendations for new products and services; make recommendations for optimization of corporate cash resources.

Evaluate bank services, make recommendations for new services, process improvements, cost reductions, etc.

Assures compliance and renewals for several debt covenants, lender requirements and commercial account agreements.

Performs processing activities and coordinates the annual allocation letter and annual disbursements of capital credits to members.

Regulatory reporting responsibilities include external coordination of certain industry, statutory and regulatory reports and in coordination with other Finance staff, assist in the preparation and filing of State and Federal forms.

Demonstrate continuous effort to improve operations, turnaround times, streamline work processes, and work collaboratively to provide value-added customer services.

Responsible for contributing to the production of timely, accurate financial data. Data integrity is confirmed through account reconciliation and analysis, monthly journal entries and maintenance of general ledger balances in compliance with GAAP.

Conduct moderately complex financial and cost accounting activities relating to allocation entries, clearing accounts, analysis of accrued expenses, and accounting for inter-company activities. Will be required to document these processes.

Review general ledger entries for accuracy, to include coding, descriptions, timing, and amounts. Examine documents to verify accuracy of computations and to ascertain that transactions are properly supported and recorded. Maintain integrity of general ledger financial data through auditing and following defined procedures.

Analyze and document data required for annual external financial audit and other external audits and reviews.

In accordance with Department of Finance requirements, maintain monthly and annual close calendars and coordinate the completion of tasks ensuring expedient and accurate close.

Under the direction of Finance Management and with other Department of Finance Staff, participate in the development of accounting and reporting procedures. Exercise judgment within defined procedures and practices to determine appropriate action. Assess internal controls including risk assessments and reviews of risk areas and either recommend changes or ensure compliance with policies and procedures.

Maintain an up-to-date knowledge of FCC, RCA, RUS, IRS, Federal and State Departments of Transportation (DOT), and other applicable statutes and regulations and Generally Accepted Accounting Principles.

In cooperation with other accounting staff prepares necessary work papers and reviews general journal entries for recording additions and retirements of Land and Buildings, General Support Assets, Central Office Equipment, Cable Wire and Facilities, Capital Leases, Lease Hold Improvements, and Non-Regulated Equipment. Also responsible for general journal entries recording revenues and expenses for billable and maintenance work orders.

Responsible for general journal entries made by accounting staff the affect telecommunications plant under construction, telecommunications plant in service and related payables and inventories. Including activity in billable work order jobs. Provides advice, guidance, and training with respect to coding activities.

Conducts timely maintenance of all Telephone Plant in Service Continuing Property Records (CPRs) in accordance with FCC Parts 32, 36 and 64. Responsible for maintaining close working relationships with appropriate resources in Engineering, Construction, and other personnel as required to ensure the integrity of the Association’s plant records. Conducts periodic site verification to ensure the integrity of book records and field reporting procedures. Makes recommendations for changes in policy and procedure.

Reviews, inventory and related payables and general journal entries to ensure accurate general ledger coding. Advises appropriate personnel of errors and is responsible for ensuring the necessary action is taken to correct. Provides guidance and education to lower-level accounting staff regarding coding plant and inventory activities.

In cooperation with the Purchasing and Warehouse groups, conducts timely review and automated ERP system Class Code assignments for appropriateness. Corrects codes and educates personnel as required.

Responsible for and monitors monthly plant journal entries including depreciation and amortization, calculates and prepares the journal entries required for Allowance for Funds used During Construction (AFUDC). Makes recommendations regarding adequacy or allocation methodologies.

Responsible for annual review of depreciation composite rates to ensure responsibility and accuracy. Makes recommendations regarding changes in rates and methodology.

Provides staff support to the Financial Controller on plant, inventory and other fixed asset matters including research and preparation of supporting documents for depreciation rate reviews, monthly and annual close, internal, and external audit activities. Works closely with the Warehouse, Engineering, Construction, and other internal and external personnel as required ensuring accurate and timely results.

Perform staff support to the Controller and CFO on General Ledger, Accounting and other matters as required. Be available as a resource for the professional accounting staff. May give guidance to lower-level accounting personnel.

Performs other business unit support as required.

Required Qualifications:

POSITION SPECIFICATIONS

EDUCATION:

BA or BS degree in Accounting, Finance or Business Administration preferred. CPA or CMA desirable. Post secondary coursework in related field(s) required. A detailed knowledge of financial and cost accounting

WORK EXPERIENCE:

Five (5) years of financial or cost accounting experience at the staff level required. Experience must have been gained in an accounting/finance office, supervised by an accounting/finance. professional. Familiarity with GAAP and other accounting industry standards are preferred. Three (3) years experience working with automated accounting, ERP, distribution, budgeting and/or project accounting systems is required. Strong working knowledge of Microsoft Excel is required. Preference will be made for candidates with experience in researching, developing, implementing, and monitoring complex management information systems. Job experience incorporating automated processes into accounting, project and/or budgeting environments is highly desirable.
