OverviewGovCIO is currently hiring for Information Assurance - Cybersecurity Analyst to assist with security of government applications. This position will be fully remote. Core hours of operation will be Monday-Friday 8:00 am to 5:00 PM ET.ResponsibilitiesDesigns and implements information assurance and security engineering systems with requirements of business continuity, operations security, cryptography, forensics, regulatory compliance, internal counter-espionage (insider threat detection and mitigation), physical security analysis (including facilities analysis, and security management). Assesses and mitigates system security threats and risks throughout the program life cycle. Validates system security requirements definition and analysis. Establishes system security designs. Implements security designs in hardware, software, data, and procedures. Verifies security requirements; performs system certification and accreditation planning and testing and liaison activities. Supports secure systems operations and maintenance.

Participates with the client in the strategic design process to translate security and business requirements into technical designs.

Configures and validates secure systems and tests security products and systems to detect security weakness; performs network scanning and vulnerability analysis.

Ensures that the appropriate security features and safeguards have been implemented on all information systems as required by DoD/IC policy and directives, and industry best practices.

Performs defense device system installation, configuration maintenance, account maintenance, signature maintenance, patch management, and troubleshooting of all implemented, maintained, and deployed systems.

Provides security certification test and evaluation of assets, vulnerability management and response, security assessments, customer support and provides guidance on security issues.

QualificationsRequired Skills and Experience:

Master's degree or higher in computer science, electronics engineering, or other engineering or technical discipline is required.

10 years of experience

10 years of additional relevant experience may be substituted for education.

Note that no coding is required - this role is system compliance management, monitoring, and coordination-focused. At present, current initiatives and tasking include the following:

Experience in execution of all phases of the National Institute of Standards and Technology (NIST) Risk Management Framework (RMF) - Hands-On Experience

Experience with managing complex system records in the Enterprise Mission Assurance Support Service (eMASS) tool.

Experience in developing Authority to Operate (ATO) packages, to include artifacts:

System Security Documentation

Control Correlation Identifier (CCI) related documentation

Standard Operating Procedure (SOP) creation/maintenance, and

Plan Of Action and Milestones (POAMs) – creation and management

Experience with Federal Information Security Management Act (FISMA) related documents.

Preferred Skills and Experience

Tool & Software experience:

General: MS Project, MS Visio, MS Office, eMass

Technical/Security: transaction security and virus protection tools, network monitoring tools, development tools, web tools, operating system software, object-oriented coding, network, and VPN tools, database tools, ERP tools, business intelligence tools

Knowledge or experience with VistA is desirable.

Specific Tools: Knowledge of service-oriented architecture. Interfaces (middleware, APIs, SOAP, XML, etc.) to components are extensive. Health or data brokering standards (HL7, Remote Procedure Calls, etc.) are desirable.
