Description/Job Summary
Our client is seeking energy professionals to provide Resource Efficiency Manager (REM) services for the Corps of Engineers Huntsville Center (CEHNC). REM candidates will provide project management, engineering, technical knowledge, and analysis of highly specialized energy management applications, databases, and systems, as well as high-level functional support for evaluation and implementation advice on energy information management, energy efficiency, renewable energy, and energy resilience projects. The REM candidates will also be responsible for implementing sound, cost-effective energy, and water management practices to enhance energy security, independence, and sustainability as mandated by legislation and various Executive Orders. The candidates will support the development of energy conservation, renewable energy, and facility improvement initiatives and projects.
Position Responsibilities
Manage the development and implementation of Energy Savings Performance Contracts (ESPC), Utility Energy Service Contracts (UESC), Military Construction (MILCON) Energy Resilience and Conservation Investment Program (ERCIP) projects
Understanding of measurement and verification and familiarity with IPMVP
Technical proposal review
Ability to manage a project schedule
Input data into SQL database, Energy Dashboard, eProject Builder
Analyze energy, water, and other utility data
Conduct design reviews
Support the development of energy resilience projects, including the integration of onsite renewable energy, energy storage, and microgrids
Develop decarbonization and electrification solutions to reduce greenhouse gas emission associated with power generation and transportation
Ability to provide energy and water training on a broad range of topics
Qualifications, Skills, and Experience:
Minimum Basic Requirement for Skills, Experience, Education and Credentials
Bachelor's degree in engineering or related field
6 years of energy management experience
Current Certified Energy Manager (CEM) or ability to obtain CEM certification within 6 months
Strong knowledge of the financed project process
Project management experience
Project management certification preferred
Experience with federal energy requirements and programs
Experience with utility information systems, metering, mechanical and lighting systems,
Experience with energy auditing, project development, life-cycle cost analysis, and building/facility operations
Experience supporting the development and implementation of energy projects using alternative financing mechanisms.
Knowledge of Department of Defense energy management requirements
Understanding of project programming, funding, and implementation at Department of Defense installations
Excellent oral/written communication, collaboration, and presentation skills
Critical thinking and decision-making skills coupled with strong analysis and problem-solving skills
Self-starter, driven and able to work with limited direction under target timelines
Collaborative personality enjoys and able to work effectively in a team-oriented environment
Translates complex ideas into processes and tactical plans
Working knowledge of standard office computer software (e.g., Excel, Word, PowerPoint, etc.)
US Citizenship is required.
Ability to pass a government-administered background investigation to be granted a Common Access Card and access to government IT systems.
