Summary LOCATION: This position is located in SSA, Southeastern Program Service Center, Debt Management Section, Debtor Contact Unit, 1200 Rev Abraham Woods Jr Blvd., Birmingham Alabama 35285. TOUR OF DUTY: Monday through Friday - 8 hours per day. Selectee should be available to work either the early shift (7:30 a.m. and ending at 4:00 p.m.) OR the late shift (9:30 a.m. and ending at 6:00 p.m.) TYPE OF POSITION: This position is being filled on a permanent basis. You may also view the full position description on the Agency intranet at the following link: PD Search The Lead Debtor Contact Representative provides guidance and assistance to Contact Representatives and assists in the coordination and control of workflow of the Debtor Contact Unit. Distributes and balances workloads among employees in accordance with established workflow, assures timely accomplishment of the assigned workload and assures that each employee receives a fair share of the workload. Advises Contact Representatives of appropriate techniques for contacting debtors, answers questions and refers highly technical inquiries to the supervisor or higher-level analysts. Provides instructions on changes in technical procedures and methods affecting work processing. Resolves differences in the interpretation of policies and procedures. Performs quality checks of the work for accuracy and compliance with procedures. Advises employees of any inconsistencies found. Trains new Contact Representatives and provides refresher training for journeymen employees as well. Advises manager of employees' progress in training. Qualifications Applicants must have 52 weeks of specialized experience at the GS-6 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. GS-7: Example of specialized experience include knowledge of Social Security laws, regulations, policies, and automated applications used to effectuate the full range of RSDI and SSI overpayment recovery; reviewing the work of others for technical accuracy and conformance with Social Security laws, regulations, policies and procedures; providing technical guidance to other employees; developing or conducting training and assisting the supervisor/manager in carrying out the work of the unit. Qualification requirements must be met by the closing date of this announcement. Applicants for promotion must have 52 weeks at GS-6. Time in grade requirement must be met by the closing date of this announcement. Education There is no substitution of education at the GS-7 grade level. Additional Information Position to be filled under the provisions of the SSA/AFGE Merit Promotion Plan. Additional selections may be made within 6 months of the date of the initial selection. This is a bargaining unit position, represented by AFGE. NOTE: Excepted service employees serving under Schedule A appointments for Attorney positions or Pathways Programs appointments (Presidential Management Fellows, Recent Graduates, and Interns) are not eligible for consideration. Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg. 213.3102 (U) appointments for individuals with disabilities; and time limited appointments for veterans with a compensable service-connected disability of 30% or more. LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay. OTHER NOTES: This is not a career ladder position, GS-7 is the full performance level. This position may be eligible for telework as determined by agency policy. Relocation expenses will not be paid. This is a (5/5c) moderate risk public trust position. The selected employee will be required to complete a Standard Form 85p, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
