JOB SUMMARYUnder the direction of the Housing Executive Director, the Comptroller is accountable for the planning, organization, direction and control of the Accounting activities within the Housing Authority programs which includes Mortgage and Consumer Loan Servicing; Rental, Elder Construction and HUD funded grant projects. The incumbent will operate with substantial freedom in performing senior management level administrative, professional and technical work in order to implement the goals of the Muckleshoot Housing Authority. MAJOR TASKS AND RESPONSIBILITIESThis list is intended only to illustrate the various types of work that may be performed. Establishes and maintains a full monthly financial statement preparation and review process.

Implement, document, monitor and maintain internal control systems.

Coordinate the annual audit for the Housing Authority HUD and Loan Program.

Coordinate annual HUD self-monitoring for HUD funded projects.

Coordinate routine HUD audits for HUD funded projects.

Coordinate annual self-monitoring for King County and Washington State Department of Commerce

Directly supervises Finance directors responsible for Accounts Payable, Budgeting, Grant Development, Grant Compliance, General Ledger, Banking, Payroll, Purchasing and Finance Support.

Direct staff workloads, training, hiring, evaluations, disciplinary actions and terminations.

Ensures timely completion of all required reports and filings.

Signature authority for all Accounting documents.

Funding authority for Loan Program closing

Facilitates communication with Tribal Administration and Board of Commissioners regarding accounting matters, including budgets.

Coordinates with the Information Technology department to ensure all Accounting systems are maintained and functioning properly.

Oversees cash management functions to ensure adequate funds are available.

Ensure proper accounting is maintained for Fixed Assets.

Coordinate the issuance of annual information returns and reports (425’s,1099-MISC, 1098’s, 945’s, etc.

Because of the Tribe’s commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

EDUCATION - EXPERIENCE AND TRAINING FOR POSITIONRequired:

Graduation from an accredited four-year college or university with a degree in Finance, Accounting or Business.

Certified Public Accountant license(current).

Ten (10) years of progressively responsible, related management experience that includes at least seven (7) years of supervisory experience and at least five (5) years of experience in governmental accounting.

Preferred:

Knowledge and experience in accounting for the construction industry.

Knowledge and experience in accounting for the lending and mortgage industry.

SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION

Experience driving process development, definition and deployment

Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS)

IRS guidelines for information returns (1099-MISC, 1098, etc.) and knowledge on all taxing authorities and reporting responsibilities

Automated financial accounting systems

Internal control procedures

Tribal, Federal and State legislative guidelines affecting financial matters

Best practices for cash management, budgeting, payroll, purchasing and payables

Grant compliance and reporting

Effective supervisory practices including hiring and performance management

Establishing effective working relationships with diverse groups and individuals

Communicating effectively both verbally and in writing

Problem solving and effective financial analysis

Computer skills, including Excel, Word and various finance systems

Interpreting administrative guidelines and applying them to the work situation

Organizing multiple tasks and priorities, effective delegation and time management

PHYSICAL REQUIREMENTSWhile performing the duties of the job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk; use hands to operate, finger, handle or feel objects, tools or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific visions abilities required by this job include close vision and the ability to adjust focus.
