SummaryAbout the Position: Serve as a Government Information Specialist located at Fort Belvoir, US Army Headquarters Services Records Management and Declassification Agency, Fairfax, VA.ResponsibilitiesInterpret, create, and advise on all matters relating to the management and oversight of many programs such as: Automatic Declassification Review (ADR), Freedom of Information Act (FOIA), and other similar programs.Responsible for providing agency level advice, assistance, policy guidance, and staff advisory services to action officers and senior leadership on multiple programs.Refer and exempt classified documents in accordance with EO and FOIA Law and procedures.Develop, plan, coordinate, implement, and enforce electronic document management system capabilities and policy for managing current and future information in all media records.Conduct comprehensive security classification reviews to determine whether information is still classified.Secure and handle documents up to the Top Secret level.Plan, lead, and conduct in depth reviews of disclosure operations to assess compliance with policies and procedures.Lead the transformation of those processes that address electronic recordkeeping.Facilitate the planning, coordinating and direction of the technical work of others.Develop long-range goals and priorities for the organization with established milestones.Prepare and conduct formal and informal training for personnel on policies/procedures.Develop and implement standardized records/database management policies and procedures and monitors compliance.RequirementsConditions of EmploymentQualificationsWho May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing expert guidance to personnel on records compliance for Programs such as: Automatic Declassification Review (ADR) and/or Mandatory Declassification Review(MDR); formulating plans and manage program elements for Records compliance such as: Freedom of Information Act (FOIA), Privacy Act (PA), and/or Records Management (RM) Life Cycle Management Program; developing and implementing information security/database management policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas:Administration and ManagementLeadershipOrganizational Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).EducationSome federal jobs allow you to substitute your education for the required experience in order to qualify.
