POSITION SUMMARY:

Unique opportunity to lead a 4-person team that supports a statewide network of runaway and homeless youth housing and service providers. The VCRHYP Director is responsible for supporting a coalition of member agencies and sub-contractors who implement runaway and homeless youth services and housing supports across the state. This includes grant management, performance monitoring and project planning, developing annual budgets and sub-contractor allocations, and engaging in fundraising activities including grant writing. This position is the primary coordinator for the Youth Homelessness Demonstration Program, a HUD program, and through this leads statewide efforts to develop the youth homelessness system of care that includes five HUD housing projects, including rapid rehousing, transitional housing and diversion. The Director is also responsible for representing VCRHYP and runaway and homeless youth system response efforts on state and national groups, committees and planning efforts. DUTIES and RESPONSIBILITIES:

Grant Management:

Provide technical assistance to subcontractors and partners.

Develop and share tools and resources for subcontractors.

Oversight of subcontractor alignment with grant goals, including developing and completing regular site monitoring processes.

Monitor VCRHYP’s Rapid Rehousing program, including management of subsidy releases and supervision of the application process.

Oversee data collection and monitor for quality.

Develop and submit grant reports by deadlines.

Work with WCYSB Financial Staff to oversee the distribution of grant funds to sub-contractors, including tracking subcontractor invoices and submitting regular billing to federal funders.

Ensure project compliance with state and federal rules and regulations.

System Development:

Lead collaborations with governmental and community partners to further the goals of Vermont’s Coordinated Community Plan to End Youth Homelessness.

Develop training and technical assistance opportunities to enhance the service system.

Represent VCRHYP projects and youth housing and shelter issues at state and national meetings.

Collaborate with national partners to advance youth housing and services initiatives.

Leadership:

Provide or ensure direct supervision to VCRHYP staff.

Support VCRHYP Board, including planning, meeting facilitation and information distribution.

Disseminate agency data through public reports, social media and other means as deemed appropriate.

Develop VCRHYP annual report and distribute to key stakeholders.

Increase awareness of youth housing issues and resources through outreach campaigns, presentations, and other formal and informal avenues.

Develop and maintain verbal, written and face-to-face relationships with subcontractor leadership and appropriate site staff.

Develop and maintain verbal, written and face-to-face relationships with grant management staff for all relevant funding sources.

Inform WCYSB Executive Director about VCRHYP’s operations through regular supervision.

Financial Sustainability:

Develop and manage the VCRHYP administrative budget and grant project budgets.

Oversee the distribution of VCRHYP funding and the collection of financial reports.

Engage in fundraising activities including federal, state and private grant writing (currently including HUD and FYSB grants.)

Advocate with national and local leaders for adequate funding levels.

Coordinate with WCYSB fundraising efforts.

QUALIFICATIONS:

Master’s degree preferred or 4 years of experience working in adolescent services, housing and homelessness or related field and 4 years of non-profit administration experience. Experience with coalition development and management a plus. Strong organization, communication skills, ability to self-motivate, and ability to manage multiple projects at once a must.

WORK ENVIRONMENT:

This is a full-time position (37.5 hours per week) that works closely and collaboratively with the VCRHYP’s administrative team to support partner agencies and ensure Coalition programs meet outcome goals. Some in-state travel and attendance at an annual national conference is required.

VCRHYP is a program of the Washington County Youth Service Bureau/Boys & Girls Club. The work is primarily office-based and located in Washington County. The atmosphere at the Bureau is casual yet professional.

Due to COVID-19 work is currently remote/ telecommuting with a planned re-entry beginning in the Fall of 2020.
