Process financial document requests such as expenditure corrections, budget transfers, interdepartmental chargebacks, and other journal entries. Assists in analyzing and preparing monthly operating and financial reports for the Houston Permitting Center service line. Prepare special analysis and reports.Detailed functions listed below, but not limited to:

Produces monthly financial reports; includes monthly reports of expenditures/revenues, budget transfers, and provide other necessary reports to management as requested.

Monitors administrative staff on account reconciliation and procedures.

Assists budget coordinator and management in the preparation of the annual budget and provides related budgetary and financial reports and analysis.

Compiles and retains financial files for all budget, disaster, and procurement related activities.

Perform other duties as requested by Service Line and Section Head.

WORKING CONDITIONSThis position is physically comfortable with discretion of walking, standing, etc. Essentially normal office environment with acceptable lighting, temperature and air conditions. This is a Houston Public Works Emergency Management position at the Tier III Level. MINIMUM REQUIREMENTSMINIMUM EDUCATIONAL REQUIREMENTSRequires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.MINIMUM EXPERIENCE REQUIREMENTSFour years of professional experience in finance, economics, budget analysis or a closely related area are required.A Master's degree in Business Administration, Accounting or a closely related field may be substituted for two years of the above experience requirement.MINIMUM LICENSE REQUIREMENTSNonePREFERENCESPreferences will be given to applicants with experience in the following:

Effective oral and written communication skills

Excellent problem solving and deductive reasoning skills

Advanced Microsoft Excel and SAP

Proficiency in revenue accounting and auditing

Analytical financial operations research skill

Knowledge of budgeting, accounting, and reporting procedures

ADVANCE MICROSOFT EXCEL: Customize the work area, use advanced functions (Names, VLOOKUP, IF, IS), work with Pivot Tables, use spreadsheet Web components, manage Macro commands: concepts, planning, operations, execution, modification, interruption, use personalized toolbars, perform some programming in VBA.
