for developing, effectively implementing and managing all aspects of the Choctaw
Nation’s Tribal surface water program in coordination with the development and
enforcement of the Quality Assurance Planning Document (QAPP). Focus on prior
basins within the Choctaw Nation and develop an intimate understanding of water
quality issues and potential sources of point and nonpoint pollution.Primary
Tasks:
Oversee and maintain all aspects of the
Tribal water monitoring program including calibrating, functioning,
documentation, troubleshooting, sampling, laboratory, field andrelated
equipment to ensure quality data. Manage grant commitments.
Gather technical data from targeted water resources
that have potential to be impaired; compile and analyze collected data to make recommendations for remediation and corrective
actions; interact with stakeholder, stakeholder groups, landowners, and
municipalities to properly implement identified and approved best management
practices; demonstrate the economic values of implementing practices to
nontechnical stakeholders in each sampled watershed.
Assess,
identify, budget, and developstrategic plans for specified CWA implementation
within Choctaw Nation’s watersheds, including permit reviews, and public notices.
Collect, document, and prepare drinking
water samples for laboratory analysis as requested. Prepare and update water
quality assurance documents and standard operating procedures associated with
technical aspects of water quality data collection.
Provide technical and nontechnical
guidance to other departmental staff.
Analyze and report data into national
and tribal databases as required by EPA, the Tribe, and quality assurance
documents guidelines.
Attend/participate in networking and
conference opportunities to increase knowledge and understanding of
environmental issues.
Compile and submit quarterly progress reports to EPA.Complete
progress reporting documents, review monthly financial reports and maintain budget
spreadsheets.
Develop grant narrative, maintain and revise
grant objectives, work plan, budget and action items. Monitor line item fluctuations as needed to
complete funding obligations.
Other duties as assigned.
Required
Education, Skills and Experience:MINIMUM
Bachelor of Science Degree
Maintain necessary technical and
laboratory certifications to conduct assigned tasks.
Microsoft Office Suite experience with
advanced Excel skills
Work with little or no supervision
Adaptable, self-motivated, and highly
detailed-orientated
Proven record of effective
communication with the nontechnical stakeholders
One (1) year experience conducting research, analyzing data,
solution implementation, and technical report writing
Two (2) years’ experience in
environmental project management
Four (4) years of related work in the
environmental field
TARGET
Master’s Degree in water field
Maintain necessary technical and
laboratory certifications to conduct assigned tasks.
Experience with scientific protocols
and computer networking protocols for communicating with remote instruments
Work with little or no supervision
Experience with GIS software
Adaptable, self-motivated, and highly
detailed-orientated.
Multiple years of public speaking with
a past record of effective communication with nontechnical entities and
stakeholders, and able to bridge communication gaps with nontechnical entities
Five (5) years of experience in project
management,grant
writing, andbudget management
Five (5) years of related work in the
environmental field
