The Compliance Manager position is a management level position that reports to the Compliance Director. This position assists the DOC to oversee the compliance requirements of multiple LIHTC properties and co-supervises the departments staff in work related to compliance activities.

Responsibilities and Essential Job Duties:

Ensures that all the correct forms and proper procedures are used for LIHTC compliance, subsidy programs and Housing Authority compliance.

Responsible for reviewing and monitoring Compliance Specialist work flow; performance and accuracy at all times; reporting deficiencies to the Director.

Oversee the internal policies and procedures of the compliance department and report to the Director of Compliance any non-compliance of staff; files or activities that are non-compliant with regulatory agreement.

In partnership with the Director of Compliance administers trainings for compliance specialist and site staff.

Responsible for monitoring online compliance reporting for all properties.

Preparation of year end compliance reporting documents.

Responsible for obtaining PHA Utility Allowance documentation.

Remaining current on tax credit and HUD occupancy and compliance requirements (attends trainings and workshops).

Audit files for compliance with applicable laws and state funder requirements.

These responsibilities are not limited to the above only; there are other duties as assigned. Overall, the position is responsible for providing information on the performance of LIHTC properties and Compliance Staff, as well as, reporting to various agencies that regulate state compliance.

Required Qualifications:

4 year's Multi-family LIHTC Compliance experience in a supervisory role

Tax Credit Specialist (TCS) or Housing Credit Certified Professional (HCCP) designation required.

Excellent verbal and written communication and problem-solving skills.

The demonstrated ability to review and approve a Tax Credit application file in a timely manner.

Ability to create spreadsheets in Excel and use Outlook effectively.

Travel required 25%

Valid Driver's License required

Preferred Qualifications:

Training and experience in multiple regulatory programs.

Knowledge of property management software in an implementation or training capacity.

Knowledge of residential property management, building systems and housing quality standards.

Experience as Compliance Specialist with management company with large LIHTC or Sec. 8 portfolio.
