Description and FunctionsOpen Until Filled

GENERAL DESCRIPTION:

Manages rehabilitation program for adolescent, delinquent females, ages 12-21. Supervises Dorm Supervisors and Case Managers along with Independent Living Coordinator. Is solely responsible for the development and implementation of trauma-responsive treatment program(s) designed to meet the therapeutic needs of residents. Assists the Superintendent in recruitment and hiring of all Youth Services Staff. Assumes joint responsibility with other management staff for the operation of the institution in the Superintendent's absence. The Residential Manager is required to live on campus as a condition of employment and may need to respond in crisis situations without additional compensation.Human Resource Contact: 307-674-7476ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

Administrative & Supervision:Provides Manager level participation of campus oversight.

Performs as a Superintendent in Charge as needed.

Provides supervision of direct line employees as well as second level supervision of all staff within the Residential Team including Dorm Staff, Case Managers, and Independent Living Coordinator.

Responsible for hiring, training and other personnel responsibilities for direct, as well as secondary staff within the Residential Team.

Manages dorm operations to provide a trauma sensitive, safe and educational environment that is effective and efficient.

Develops and administers the requirements of a program, including setting the strategic goals and objectives for dorm programs.

Oversees program functions, monitors dorm programs for adherence to statutory authority, and assures that the program meets best practice standards.

Monitors resident progression through the dorm level/phase systems.

Includes the direct supervision of three (3) supervisors along with indirectly supervising (thirty one) 31 Youth Services Staff.

Case Management:Oversight of Case Management services for residents including supervision of three (3) Caseworkers assigned to the Wyoming Girls School dorms.

Oversight includes assuring that each resident has an individualized plan that is strength-based and developed with full input from the resident, their parent/guardian, Probation, and other members of the residents' care team.

Planning from admission through aftercare.

Assures, through the dorm case managers, that each resident has regular Case Plan meetings, MDTs and court appearances.

Attend Case Plan Reviews, Multi-Disciplinary Team meetings and Court Hearings to assess program fidelity.

Independent Living:Oversight of Independent Living services for residents including direct supervision of the Independent Living Coordinator.

Oversight includes assuring that all pre and post assessments are completed, independent living classes are scheduled to meet the individual needs of each resident and after care services are recommended prior to the resident discharging the Wyoming Girls School.

Communicate with the state office personnel to monitor program adherence to state and federal guidelines.

Qualifications

PREFERENCES:

Preference will be given to applicants with a Master's degree in Social Services Program fields.KNOWLEDGE:Strong Leadership and Managerial Skills;

Knowledge of developmental trauma and behavioral management;

Knowledge of the criminal justice population and judicial sentencing system;

Knowledge of state budget and purchasing procedures;

Strong interpersonal and communication skills;

Ability to interact with a wide variety of people.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Social Services/Casework)

Experience:

2-4 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of a Social Services Program Manager I

OR

Education & Experience Substitution:

5-7 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of a Social Services Program Manager I
