    Summary

    This position is within the Business Office at the Sheridan VA Health Care System (SVAHCS). The incumbent will perform functions associated with monitoring and auditing, which is an integral part of an effective compliance program for the Business Office Service Line. Functions include completing annual mandatory audits and monitors, collaborating with other facility and VISN Business Office auditors and subject matter experts.

    Responsibilities

    Initiates, populates, and reviews reports for the BDSL. Implements a variety of monitoring/reporting tools for each unit within the service to such as enrollment and eligibility, encounter management, action required, and trains employees how to utilize them. Independently plans and conducts a variety of assignments or investigations such as develop or modify methods and techniques to resolve a variety of auditing problems; develops methods to isolate and identify conditions affecting inefficiency. Assesses the potential to reduce cost in a variety of programs, projects, and function; develops new audit approaches where no precedent exists; serves as the technical expert in a wide variety of auditing program management functions; and establishes review criteria to improve efficiency of audit activities. The incumbent will be required to make clear, concise, and effective oral and written reports, and skilled at applying the principles, theories, techniques, and practices of professional auditing to problems encountered.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2019.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

    Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience and/or education as described below.GS-9:

    Specialized Experience: Applicants must have one or more years of specialized experience related to this position. This experience must have been equivalent to at least the GS-07 grade level in the Federal Service. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.Specialized experience related to the position might include but is not limited to Knowledge, skill and ability to: Plan, organize, direct, and control areas with emphasis on data validation, analysis and generation of reports; ability to provide support and education on documentation issues and assists in the development of guidelines for data compatibility, consistency, and monitoring for compliance to improve the quality of clinical, financial, and administrative data to assure that every part of the information is completely documented and supported.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: See VA Directive and Handbook 5019. The responsibilities of this position include a variety of tasks, such as performing receptionist and other customer service related duties, maintaining appointment schedules for one or more assigned areas. The incumbent must screen/receive phone calls in a courteous and timely manner, and determine the nature of the requests ad provide proper information. Incumbents must be physically and mentally able to efficiently perform the essential functions of the position without hazard to themselves or others. Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially moderate levels of lifting and carrying (15-44 pounds); straight pulling, pushing (up to 4 hours); walking ,standing, and sitting for extended periods of time. While aspects of the position will be performed at a work station, the nature of responsibilities may involve environmental factors that would work both outside and inside, working closely with others, and may occasionally expose the incumbent to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on the needs to complete assignments. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.

    Work Environment: Work is performed primarily in an office setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion. The work area is adequately lighted, heated, and ventilated. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures.
