    Summary

    The incumbent functions in an active role as a member of the Mental Health Rehabilitation multidisciplinary treatment team and performs a wide variety of treatment and administrative tasks. The incumbent has the ability to function independently and with minimal direct professional supervision. The incumbent is responsible for clinical casework and therapy for veterans being treated in the mental health Residential Rehabilitation Treatment Program (MHRRTP).

    Responsibilities

    Screening/Assessment: The incumbent is responsible for the in-depth psychosocial assessment as part of the overall assessment of the patient. Identifies problems/needs form the assessment to be treated and develops the individual treatment plan. Is responsible for providing individual professional input and addressing the social aspect of the patient's situation.Counseling: Conducts therapeutic counseling in accordance with specific guidelines and handles crises at an advanced clinical social work practice level, regularly without supervision. Serves as therapist/counselor with individuals and in group therapy sessions. Observes and documents behavior and reaction patterns of patients to be utilized by other staff professionals and/or the multidisciplinary treatment team, and final disposition for follow-up.Education: Develops and conducts lectures and educational presentations for patients related to various specialty aspects of substance abuse, PTSD, or SMI. Conducts presentations to community organizations, therapeutic groups, and other appropriate interest groups.Outpatient/Aftercare: The incumbent is responsible for independently developing, organizing, and implementing a wide variety of outpatient aftercare treatment for patients and their collateral's. The incumbent is independently responsible for developing and implement methods to motivate veterans to attend aftercare and/or participate in the outpatient program. Aftercare planning is coordinated with the multidisciplinary treatment team to provide continuity in the transition from residential treatment to the outpatient component (including CBOC).Consultations: The incumbent provides consultations to physicians and other professionals with the Healthcare System to assess the patient's appropriateness for admission into the Mental Health Residential Rehabilitation component of treatment.Patient Transportation: The incumbent may, occasionally, transport veterans to assist them in assessing resources or taking care of essential business. In all cases the worker must know the patient and be comfortable in providing the needed transportation. Government vehicle will be used, if available.Perform other duties as required.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2019.Basic Requirements:

    Social Worker, GS-9

    Experience, Education, and Licensure. None beyond the basic requirements.

    Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to work with Veterans and family members from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds utilizing counseling skills.

    (b) Ability to assess the psychosocial functioning and needs of Veterans and their family members, and to formulate and implement a treatment plan, identifying the Veterans problems, strengths, weaknesses, coping skills, and assistance needed.

    (c) Ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques.

    (d) Ability to establish and maintain effective working relationships and communicate with clients, staff, and representatives of community agencies.

    (e) Fundamental knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology.

    Social Worker, GS-11

    (1) Experience and Licensure. Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, (VA or non-VA experience) and licensure or certification in a state at the independent practice level.

    NOTE: For appointment licensure or certification at this level please refer to paragraph 3c.

    OR

    (2) Education. In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting.

    (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: (a) Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.

    (b) Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds.

    (c) Knowledge of medical and mental health diagnoses, disabilities and treatment procedures (i.e. acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology) to formulate a treatment plan.

    (d) Skill in independently implementing different treatment modalities in working with individuals, families, and groups who are experiencing a variety of psychiatric, medical, and social problems to achieve treatment goals.

    (e) Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.

    GS-9 LICENSED PROFESSIONAL MENTAL HEALTH COUNSELOR

    The entry level is used for LPMHCs with less than one year of post-master's degree experience or for LPMHCs who are graduates, not yet licensed at the independent practice level.1. Ability to engage in information gathering, problem identification, diagnosis, treatment planning, implementation, evaluation and follow-up.2. Knowledge of current Diagnostic and Statistical Manual (DSM) of Mental Disorders in formulation of treatment goals and application of appropriate clinical interventions using professional counseling practices.3. Basic knowledge of professional counseling practice with emphasis on human development principles through cognitive, affective, behavioral or systemic interventions, and strategies that address high risk behaviors, wellness, personal growth, and career development across the life span.

    GS-11 Licensed Professional Mental Health Counselor

    (a) Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least 1 year of post-master's degree mental health counseling experience;

    OR

    In addition to the basic requirements, a doctoral degree in mental health counseling, or a related field may be substituted for the required 1 year of professional mental health counseling experience.1. Ability to make professional evaluations, decisions, and recommendation for treatment planning and implementation.2. Advanced knowledge and mastery of the fundamentals of the counseling process which includes defining patient/family problems and maintaining an effective counseling relationship.3. Ability to provide subject matter consultation to colleagues and students on the counseling process within various specialty areas, build on the foundation of competence through regular meetings and discussions to explain assignments, review progress of cases and confer about the counseling perspectives and orientation.

    GS-9 Marriage and Family Therapist

    (a) Experience, Education and Licensure. GS-9 is the entry level grade for the GS-101 Marriage and Family Therapist series and is used for licensed MFTs with less than one year of experience (post-master's degree) or for MFTs (master's or doctoral level) who are graduates not yet licensed at the independent practice level. Unlicensed MFTs at the GS-9 level have completed the required education listed in paragraph 2b above, and are working toward completion of prerequisites for licensure. In addition, the candidates must demonstrate the KSAs in subparagraph (b) below.

    (b) Demonstrated Knowledge, Skills, and Abilities

    1. Basic knowledge of human development throughout the lifespan, including interventions based on research and theory, family and system interaction formal diagnostic criteria, risk assessment, evidence-based practice and assessment tools.

    2. Ability to assess, with supervision, the psychosocial functioning and needs of patients and their family members, and the knowledge to formulate, implement, and re-evaluate a treatment plan through continuous assessment identifying the patient's problems, strengths, readiness to change, external influences and current events surrounding the origins and maintenance of the presenting issue, and interactional patterns within the client system. This includes the utilization of testing measures where appropriate.

    3. Ability to provide counseling and/or psychotherapy services to individuals, groups, couples and families in a culturally competent manner that facilitates change through restructuring and reorganizing of the client system with supervision.

    4. Ability to establish and maintain effective working relationships with clients, colleagues, and other professionals, with supervisory guidance as needed. This includes the ability to communicate effectively, both orally and in writing, with people from varied backgrounds, and to communicate the MFT perspective in interdisciplinary staff meetings while respecting the roles and responsibilities of other professionals.

    5. Basic knowledge and understanding of existing relevant statutes, case law, ethical codes, and regulations affecting professional practice of marriage and family therapy. This includes the ability, under close supervision, to assist clients in making informed decisions relevant to treatment, including limits of confidentiality.

    Education

    GS-11 Marriage and Family Therapist (Full Performance Level)

    (a) Experience, Education and Licensure. In addition to the basic requirements, the GS-11 full performance level requires completion of a minimum of 1 year of post-master's degree experience in the field of health care marriage and family therapy work (VA or non-VA experience) and licensure in a state at the independent practice level. In addition, the candidate must be licensed to practice at the independent practice level and must demonstrate the KSAs in subparagraph (b) below.

    OR

    A doctoral degree in marriage and family therapy or comparable degree in mental health from an accredited training program (see note in paragraph 2b) may be substituted for the required 1 year of professional marriage and family therapy experience in a clinical setting. In addition, the candidate must be licensed to practice at the independent practice level and must demonstrate the KSAs in subparagraph (b) below.

    (b) Demonstrated Knowledge, Skills, and Abilities

    1. Knowledge of human development throughout the lifespan, interventions based on research and theory, family and system interaction, formal diagnostic criteria, risk assessment, evidence-based practice and assessment tools.

    2. Ability to independently assess the psychosocial functioning and needs of patients and their family members, and the knowledge to formulate, implement, and re-evaluate a treatment plan through continuous assessment identifying the patient's problems, strengths, readiness to change, external influences and current events surrounding the origins and maintenance of the presenting issue, and interactional patterns within the client system. This includes the ability to represent and educate others regarding the MFT perspective in interdisciplinary staff meetings while respecting the roles and responsibilities of other professionals working with the client.

    5. Knowledge and understanding of existing relevant statutes, case law, ethical codes, and regulations affecting professional practice of marriage and family therapy. This includes the ability to assist clients in making informed decisions relevant to treatment to include limits of confidentiality.

    6. Ability to provide orientation, training and consultation to new MFTs including clinical oversight of MFT graduate students, and/or provide supervision to pre-licensure MFTs.

    7. Skill in the use of computer software applications for drafting documents, data management, maintaining accurate, timely and thorough clinical documentation, and tracking quality improvements.

    The full performance level of this vacancy is GS-11.The actual grade at which an applicant may be selected for this vacancy is in the range of GS-09 to GS-11.

    Physical Requirements: Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially moderate levels of lifting and carrying (15-44 pounds). The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.

    Work Environment: Work is performed primarily in an office setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion. The work area is adequately lighted, heated, and ventilated. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures.
