GENERAL DESCRIPTION:

The purpose of this position is to perform internal inspections of the Wyoming Cowboy Challenge Academy (WCCA) program per National Guard Youth Challenge Program (NGYCP) and Wyoming Department of Education (WDE) accreditation requirements, internal investigations of staff and cadet allegations, and to track and maintain records pertaining to all internal and external inspections, investigations and audits impacting the WCCA to ensure all deadlines and requirements are met and that WCCA complies with NGYCP rules as well as requirements for educational accreditation.

The incumbent may be required to work various shifts, including days, swing, graveyard, weekend, and holidays, and is subject to overnight travel for work and/or training purposes.

Inspection Compliance:
  • Provides daily oversight and review of WCCA operational policy and procedure to ensure compliance with NGYCP and WDE requirements for program management and operations.

  • Works with all assigned staff to identify needs for updating and/or implementing policy and procedure addressing department requirements, operations, responsibilities, duties, and functions.

  • Maintains WCCA policy and procedure library and documentation of current and historical policies and procedures.

  • Manages and directs all internal inspections associated with NGYCP directed compliance inspections, data calls for national reporting of statistics, analysis data, and program efficiency.

  • Coordinates and develops responses to outside agencies associated with inspections, audits, and investigations of agency programs and/or staff and cadets.

  • Tracks and documents statistical data associated with inspections, audits, and investigations impacting the WCCA.

  • Develops and prepares reports on program successes, deficiencies, and needs for presentation to senior management within the Wyoming Military Department and the NGYCP, and other stakeholder agencies associated with the WCCA.

Internal Inspection and Investigation:

  • Conducts internal compliance inspections, audits, and investigations as assigned concerning NGYCP requirements and policy.

  • Develops and presents written reports associated with the inspections, audits, and investigations and makes recommendations for areas of improvement and program efficiency.

  • Maintains all documentation and reports conducted in accordance with Wyoming retention laws and requirements.

  • Coordinates and conducts inspections associated with accreditation and certification as a high school by the WDE, the Wyoming State Board of Education, and other accreditation entities.

Administrative Duties:

  • Attends mandatory meetings every week with other Staff to discuss Cadet status, performance, and needs.

  • Provides administrative support to the WCCA Commandant regarding filing and tracking of cadet incident reports and associated files.

  • Tracks maintain and provide data necessary for use in reports being developed and distributed to Wyoming Military Department command staff, NGYCP leadership, and outside entities needing information from WCCA regarding cadets.

  • Performs other duties as assigned in support of the WCCA mission

Committee Support:

  • Participates on WCCA committees and boards as assigned, providing input applicable to the committee or board as a result of inspections and/or investigations.

Training Presentation:

  • Provides training on compliance inspections, investigations, and audits to all WCCA assigned staff and closely monitors the compliance with NGYCP standards and requirements in accordance with the applicable cooperative agreement, Wyoming Military Department policies and procedures, WCCA SOP, and State and Federal law.

Qualifications

PREFERENCES:

Preference may be given to the candidate with strong attention to detail and strong skills in auditing and investigating.

Preference also may be given to the candidate with experience working with at-risk youth.

KNOWLEDGE:

  • Knowledge of and skill in using applicable computer applicants such as Word, Excel, and data entry processes for databases.

  • Knowledge of records processing and maintenance procedures and systems.

  • Knowledge of applicable agency policies and procedures.

  • Knowledge of methods and techniques of inspections and investigations.

  • Knowledge of and skill in interviewing techniques.

  • Knowledge of office procedures, practices, and equipment usage.

  • Knowledge and skill in working with juveniles (age 16-18) with various emotional, behavioral, and/or drug and alcohol-related problems.

  • Knowledge of and skill in the preparation of complicated documents and reports.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Business)

Experience:

0-1 year of progressive work experience (typically in Office Communications)

OR

Education & Experience Substitution:

3-4 years of progressive work experience (typically in Office Communications)

PHYSICAL WORKING CONDITIONS:

  • Travel may be required

  • A background check, including a criminal history investigation, is required
