Job Summary

The MSHA/Industrial Health and Safety (H&S) Instructor is primarily responsible to provide mandatory Health and Safety training to the mining and related industry throughout the State of Wyoming. He / She will also have secondary responsibilities, as assigned/required, for the research, design, coordination, implementation, and teaching of new and/or revised programs of instruction for the Program. The Instructor will develop a liaison with the Wyoming mining industry, MSHA, NIOSH, State Mine Inspector and the Grant Advisory Board on behalf of the Manager/Trainer for the purpose of maintaining quality safety and health programs within MSHA and WY MSHA State Grant Standards and guidelines.

This position is located in Gillette, Wyoming with an estimated 25% travel required.

Education/Qualifications

  • MSHA IS certification (minimum, other MSHA Certifications a plus), knowledge of significant coal, metal/nonmetal safety and health training requirements for new and experienced trainees.
  • The ability to provide OSHA 10- and 30-hour classes is strongly desired.
  • Working knowledge of mandatory training regulations under 30 CFR Parts 46 and 48 is a must.
  • First Aid/CPR Instructor Certification, or ability to obtain within 6 months of beginning position is a plus
  • College degree and/or previous classroom experience is a plus.
  • Must have a valid Wyoming driver’s license, or a valid driver’s license and the ability to obtain a Wyoming driver’s license within three months of beginning employment
  • Two years’ hands-on experience in a surface and/or underground mining facility.
  • Prior health and safety training experience is preferred.
  • Experience in a variety of delivery techniques and instructional delivery programs.
  • Diversified experience working with management, personnel, labor, advisory groups, and other groups is a must.
  • MSHA Instructor Certificates: Surface Electrical Re-Qualification (EE) is a plus

Knowledge, Skills & Abilities

  • Must be knowledgeable of 30 CFR (Mineral Resources) as it relates to mine health and safety training and regulatory compliance for surface coal, metal, and nonmetal mining operations (both Part 48 and Part 46 operations).
  • Required to have a working knowledge of Wyoming mining regulations and safe mine work practices.
  • Must be knowledgeable of current surface mining practices generally in use throughout the mining and mining construction industries.
  • Knowledge of 30 CFR as it relates to health and safety training and regulatory compliance for underground coal, metal, and nonmetal-mining operations is a plus.
  • Able to operate standard office equipment (i.e. copier, fax, telephone, etc.), electronic presentation equipment, including, but not limited to, desktop and laptop computers, scanners, computer projectors, overhead projector, etc.
  • Able to perform routine equipment maintenance, such as changing projection bulbs, copier toner, etc.
  • Must be conversant with the current versions of Microsoft Office Professional software, including Word, Excel, PowerPoint, and others.
  • Possess excellent written and verbal communications skills. Should be self-motivated, requiring little supervision.
  • Able to effectively communicate mandatory federal health and safety training topics and evaluate whether or not the training given was effective.
  • Able to communicate effectively with managers, supervisors, peers, students, and company representatives to effectively determine types of training required.
  • Able to effectively promote the WY MSHA State Grant Program and its services to varied groups and clients.
  • Must have excellent interpersonal skills and be able to effectively function in environments that may be antagonistic or mildly hostile.

Working Conditions/Physical Requirements

  • Must be able to lift at least 30 pounds, safely (loading, unloading and setting up remote training sessions from equipment carried in Program vehicles).
  • Out-of-town travel is estimated to average at least 25% of scheduled work time (out-of-town travel requirements will vary, depending upon time of year, immediate assignments, etc.).
  • A normal workweek is estimated to be nominally 45 hours. During certain periods, the required work time may exceed the estimated 45-hour per week schedule as required to meet client demand and supervisory scheduling.
  • While at main location (Gillette College NWCCD, or other established program office), must be able to function in a formal classroom setting and be able to comply with campus/agency work rules while maintaining adherence to the program standard.

Experience

Assist the MSHA Manager/Trainer or designee in design and teaching of mandatory or other courses (including, but not limited to New Miner, Annual Refresher, or Experienced Miner courses) required to comply with MSHA rules.
