    Summary

    THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This National Guard position is for a Public Affairs Specialist, Position Description Number D2400000 and is part of the WY Joint Forces Headquarters, National Guard.

    Responsibilities

    Works for the local Army National Guard Recruiting (ARNG) and Retention Battalion (RRB) in the Marketing and Advertising section. Serves as the Social Media Content Specialist responsible for developing modern and engaging content to support the battalion's engagement strategy for reaching its internal and external audiences as part of the recruiting and retention mission for the ARNG. This position will assist the Marketing and Advertising NCOIC with planning social media strategies and content to communicate the ARNG Recruiting and Retention Command's communication focus areas, priorities and missions at the battalion level. This position will engage with audiences on the battalion's social media platforms, provide content to support Recruiting and Retention Company level social media pages, and will also establish and maintain working relationships with social media counterparts at the Recruiting and Retention headquarters.

    (1) Applies modern, industry techniques to create engaging social media content to tell the Army's story and communicate Army recruiting priorities on the recruiting battalion's official social media platforms.

    (2) Provides or coordinates for social media coverage of major communication events and efforts using the battalion's official social media platforms, including but not limited to, Future Soldier events, educator tours, awards for recruiters, and other key recruiting functions.

    (3) Researches new and innovative tools, programs, systems, software, services and social media industry trends to maintain the battalion's currency and relevance with social media efforts and strategies.

    (4) Plans and creates multimedia content using graphic design, photo manipulation and video editing software and techniques.

    (5) Assists Advertising and Public Affairs Chief with preparing social media training and educational materials to provide guidance and training to company and center-level personnel supporting social media efforts.

    KEY REQUIREMENTS:

    Open to US Army, Army Reserves, and Army Nat'l Guard military mbrs only

    Must be assessed into WY ARNG before appt. May take up to 120 days.

    Must become a member of the Wyoming Army Nat'l Guard before appt.

    Must submit ERB or DA Fm 2-1.

    May be required to successfully complete a probationary period.

    Federal employment suitability as determined by a background investigation.

    EMPLOYMENT CONDITIONS:

    Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

    The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.

    Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.

    Acceptance of a Technician position will terminate these military incentives.

    Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive

    Program (SRIP) and TRICARE Reserve Select (TRS).

    Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.

    PCS is not authorized in lieu of incentives.

    Military Technicians in the excepted service will wear the appropriate uniform while performing as a

    Technician.

    Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

    DESCRIPTION OF WORK: Work involves administering, supervising, or performing work in establishing and maintaining mutual communication between National Guard, general public and various other pertinent audiences including internal or external, foreign or domestic. Advises management on policy formulation and the potential public reaction to proposed policy. Identifies and carries out the public communication requirements inherent in disseminating policy decisions. Identifies communication needs and develops informational materials to inform the public.

    MINIMUM REQUIREMENTS:

    Must possess experience, education, or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or utilizing analytical skills to disseminate effective communication. Experience using computers and automation systems.

    SPECIALIZED EXPERIENCE:

    Must possess at least 24 months experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public.

    NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.

    MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

    DRIVER'S LICENSE:

    Must possess a valid state's driver's license.

    SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: College transcripts must be submitted only when substituting education for experience.

    Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
