This position is located in the Division of Transportation Investment Management-s Bureau of State Highway Programs (BSHP), duties include:Directing the development and administration of policies and guidelines relating to the size and emphasis of the state highway improvement programs

Directing the development and implementation of critical asset management systems such as: Meta-Manager and the statewide Highway Improvement Programming Needs Analysis Program. The position also has an integral leadership role related to the Pavement Management Decision Support System (PMDSS). These tools help allocate funding and measure performance of over $1 billion, annually.

Development and analysis of state and federal performance measures as they relate to the state highway system and National Highway System.

This position will be responsible for ensuring the state-s biennial budget and six-year highway improvement program are developed in accordance with established policies and plans. Additionally, this position will direct the analysis of performance metrics to assess progress toward meeting state targets for both state and federal performance measures. The Program Development and Analysis Chief is also responsible for developing guidelines and performance goals that direct the collection, development, and analysis of critical asset management datasets.Special Notes:Prior to any appointments for position(s) filled from this announcement, candidates may be subject to a comprehensive criminal background check, which may include FBI fingerprinting.WisDOT does not sponsor work visas. At least one program had an organization-wide impact.

Experience leading/ supervising a mix of professional and paraprofessional staff. Leadership role may have been in an informal (i.e. project leader, team leader, etc.) or formal setting.

Experience or training with asset management and/or methodologies to manage information systems.
