Senior Supplier Quality Assurance Professional

OverviewThe primary purpose of the Supplier Quality Professional role at PNNL is to support Science and Technology (S&T) projects.Purpose of supplier quality is to achieve the following objectives (types of activities that achieve these objectives are noted as responsibilities):

Assuring that suppliers are capable of complying with procurement documents. (Pre-award risk management)

Assuring that items and services provided by suppliers are compliant with procurement documents. (Post-award risk management)

Responsibilities

Responsible for providing a specific Quality Assurance (QA) and/or Quality Control (QC) related functions in support of PNNLs R&D and Management & Operations (M&O) and the implementation of a project or organization¿s applicable quality program or plan.

Collects, organizes, monitors and distributes information related to quality assurance management and quality control including process improvement functions.

This includes documentation of and compliance to standards in PNNL-developed processes (e.g., processes to manage HDI and IOPS content and information; processes to manage strategic business and assurance planning; R&D and M&O project-specific and program-specific standards and requirements). In addition, Code of Federal Regulations (CFR), Orders, and Industry Standards such as DOE 414.1D, ASME NQA-1, NRC, ISO, 10 CFR 50 appendix B, etc., are within the scope of the QA/QC function performed by this role.

Performs assessments and other quality-related activities to develop, administer, and apply quality improvement aspects of the applicable program or plan.

The quality-related functions performed are primarily concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items or services.

Supplier Quality Project Requisition Reviews and Approvals across commodity/service types.

Supplier Evaluation Activities including but not limited to NQA-1 (Supplier Audits & CGD Surveys).

Pre-Work Activities including but not limited to NQA-1 Source Verifications.

Receiving Inspections across commodity/service types.

Submittal reviews across commodity/service types.

Provide quality program guidance to technical and acquisitions personnel on a routine basis.

Participation on Internal Audits, when deemed necessary.

QualificationsMinimum Qualifications:

BS/BA and 7 years of relevant experience -OR-

MS/MA or higher and 5 years of relevant experience -OR-

AA and 16 years of relevant experience -OR-

HS/GED and 18 years of relevant experience

Qualifying experience must demonstrate expertise in understanding and/or applying Quality Requirements to materials, processes, submittals or final products to ensure they meet established requirements

Preferred Qualifications:

Professional license and/or certification in a quality, quality assurance or assurance-related area preferred.

Experience working in a highly regulated environment/industry with a robust Environment, Health, Safety, and Quality (EHS&Q) culture. (e.g. nuclear, oil and gas, transportation, medical, pharmaceutical, aerospace, food, etc.).

Experience and practice with any of the following: NQA-1, DOE O414.1D, 10 CFR 50 App B, 10 CFR Part 21, 10 CFR Part 71, and/or 10 CFR 830 requirements.

Experience in quality program development, maintenance and implementation.

Auditing and/or surveillance background including on-site fabrication surveillance and reporting experience. NQA-1

Lead auditor certification or the ability to attain a lead auditor certification, is strongly desired. (Note: In-depth auditing experience in rigorous standards such as AS9100 will also be considered.)

Experience working with or managing suppliers in manufacturing/fabrication environments, with an understanding of surveillance, process qualifications, welding, inspections, QC data package reviews, etc.

Knowledge and experience of the Commercial-Grade Dedication (CGD) process including developing CGD plans while leading the necessary R2A2s of other team players (i.e. design engineers, process engineers, suppliers, etc.) to effectively deliver commercial-grade items under the applicable requirements.

Fundamental background in the basics of Software Quality Assurance (SQA) with an emphasis in safety-related software. In lieu of, an interest to be trained in SQA.

Technical writing and composition skills matching processes to procedures.

Fundamental background in process capability studies, control, improvement, and the benefits of collecting data in decision making. In lieu of, an interest in being trained in Lean/Six Sigma methodologies, process modeling, trending, etc.

Apparent Cause Analysis (ACA), Root Cause Analysis (RCA) and the modeling of sustainable solutions.
