The WRPS mission is to safely store, retrieve, and treat 56 million gallons of legacy radioactive and hazardous waste. This complex mission spans all competencies of engineering/science accomplished through a highly integrated engineering organization.The Tank Operations Contractor (TOC) Tank Farm Projects Engineering & Chief Technology Office (CTO) organization is responsible for providing effective and timely engineering services in support of infrastructure and operations projects in all Tank Farms facilities including the Single Shell and Double Shell Tank Farms, 242-A Evaporator, the Effluent Treatment Facility (ETF), and any additional facilities necessary for the waste treatment mission. Further, the group provides development, maturation, deployment, operation, and communication of technology and its application to the tank waste treatment mission.The role of Deputy Projects Engineering Manager and CTO include:
Provide technical direction for the organization including representing the organization to executive staff, customers, regulatory agencies, and stakeholders;
Establish and reinforce Conduct of Engineering and Human Performance expectations;
Execute projects in compliance with engineering policies, programs, procedures, and standards to support development of engineering products;
Develop and maintain resources and associated qualification for organization to accomplish project scope;
Support and develop the engineering discipline in the execution of the project scope in-line with the project schedules and deliverables;
Deliver performance on the Award Fee Criteria including documentation and relationship building with the DOE-ORP counterparts;
Managing assigned scope and subordinates including evaluating personnel performance and providing professional development;
Provide assembly, and limited testing projects in support of LAW Waste Treatment Plant Post Start-Up and Commissioning Vitrification Operations;
Mature technologies for strategic initiatives to advance the mission, as well as identifying, developing, and maturing technologies to support line organizations and project teams;
Identify innovative solutions to improve worker safety, accelerate the mission goals, and reduce cost of executing the mission. Develop and maintain the Technology Roadmap to identify and document technology needs and mission-related technology gaps within WRPS and serve as the central planning tool and for communicating plans and priorities to stakeholders; and
Coordinate a cohesive National Laboratory support program including reach-back and summary level tracking tools.
Specific responsibilities include, but are not limited to:
Comply with WRPS policies and procedures.
Ensure ISMS Principles are incorporated into organization's activities.
Provide leadership and technical input to engineering evaluations of strategic concepts that support enhancements to complete projects and tank waste mission objectives.
Coordinate, lead and/or participate in meetings and workshops to review strategic concept developments, strategies, plans, studies and reports and to resolve emerging issues.
Lead or coordinate multi-discipline and/or cross-functional engineering or technical teams, as necessary to develop and/or review strategic concepts, strategies, plans, studies and reports.
Perform engineering evaluations and studies and prepare formal and informal documents and presentations.
Perform engineering document technical reviews and validation/verification functions.
Support technical issue resolution with internal/external stakeholders and external regulatory organizations.
Develop and present strategic concepts and mission enhancement proposals to senior, corporate, and DOE management.
Demonstrate high level of interpolative thinking and mature engineering judgment.
Mentor managers, engineers, and technical staff to enhance the technical and strategic thinking capabilities of the organization.
Lead and provide technical oversight of subcontractor performance and deliverables.
Required QualificationsGrade 22:Bachelor of Science (BS) degree in a Science, Engineering or related technical discipline; andFifteen (15) years of related experience; Two (2) years must be experience in Nuclear Industry Environment or in Federal Government Contracting EnvironmentGrade 23:Bachelor of Science (BS) degree in a Science, Engineering or related technical discipline; andSeventeen (17) years of related experience; Two (2) years must be experience in Nuclear Industry Environment or in Federal Government Contracting EnvironmentNote the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.Desired Qualifications
At least three (3) years experience in personnel management
Prior experience working either at a National Laboratory or directly with a National Laboratory.
Demonstrated experience leading the development of engineering and technical solutions for unique and difficult issues associated with chemical process facilities.
