Spokane Neighborhood Action Partners (SNAP) has been assisting low-income families, children, seniors and the homeless since 1996. Today we are one of the largest private human services agencies in Spokane County, Washington. We serve approximately 38,000 annually with an annual operating budget of $57 million. SNAP is seeking a qualified individual for an EHR Technical Lead position to work in SNAPs Housing Services Core.

Position Summary: Supports the Essential Home Repair program as the lead in performance, oversite and contractor management for repair and rehabilitation of home improvements to single family, multi-family housing and mobile homes. Work includes repairs to plumbing, toilets, sewer, electrical, water heaters, entry doors, windows, roof-repair, ADA Accommodations, gutters, CO2/smoke alarm installation, steps, and railings, potential HVAC systems and other general repairs. This position also requires the training and general oversight of technician trainees as part of a revolving work program. Responsible to ensure work meets quality control and safety standards.

Principle Duties and Responsibilities:

Performs home repairs in accordance with industry standards and within the scope of funding agencies.

Completes work to correct broken or malfunctioning essential items in houses, multi-family dwelling, mobile homes and ADA Accommodation installations.

Prioritizes, schedules, and supervises the work of Essential Home Repair technicians and contractors. Works hand-in-hand with technician trainees in performing program repairs.

Inspects completed work of contractors and technicians. Ensures work meets quality control and safety standards. Maintains a safe, secure and healthy work environment by adhering to and enforcing safety codes.

Evaluates and resolves on-site technical problems. Communicates problems to Essential Home Repair team and utilizes other Housing Services staff as warranted.

Trains, supports, supervises, and evaluates technician trainees in office and in the field. Establishes clear expectations for performance, supports employee development, and holds employees accountable for their work performance, processes and results.

Provides excellent customer service at all times as well as helps to grow the customer service culture within the agency. Works with coworkers and volunteers to promote a positive and productive working environment characterized by open communication, expectations of excellence, and adaptability to change, while protecting client confidentiality and dignity.

Reviews work orders for accuracy and approves changes in scope or time frame within the parameters of funder specifics.

Maintains records such as equipment inventories and scheduling maintenance to ensure that all equipment is in good working order.

Conducts monthly safety meetings/trainings with workers to discuss hazards and procedures for safe operation of services/conditions/machinery/tools.

Communicates with clients to provide status updates on projects.

Tracks labor and materials use and any other costs. Oversees purchase and maintenance of supplies, equipment, and materials including vehicles assigned to office. Ensures materials meet contract specifications.

Participates in the development of division policies and procedures and ensures compliance. Provides Agency, division and department information to staff on a timely basis.

Solicits, reviews and approves competitive bids from contractors as needed. Negotiates and approves changes to work plans that arise while work is in progress. Ensures that projects are completed within budget and on schedule by managing EHR crew and/or subcontractors and communicating regularly with clients and upper management.

Works with the Home Repair Program Manager to facilitate customer service and public relations efforts including client calls for information and investigation into and resolution of complaints. Conducts program marketing activities as needed.

Knows, supports, and ensures understanding and compliance with Agency and program policies and procedures, and regulations within which the Agency must work. Keeps staff informed of Agency information, such as events, policy/procedure changes, etc., on a timely basis.

Supports Agency education, promotion, and fund-raising efforts by participating in planning, promoting, and implementing events. Represents SNAP on appropriate community committees and boards, and with the media when authorized.

Within the context of stated principle job duties, serves as an ambassador of SNAPs mission and values.

Pay Scale and Benefits:

Starting Pay Range (Based on experience) = $26.59 $31.11 per hour
