Job SummaryThis position is for DISN Infrastructure Services (DISN-IS) Liaison of the C5I Requirements Directorate (N8), supporting the Programs (N81) Division, at the Navy Information Forces (NAVIFOR) Headquarters. The Naval Circuit Management Office (NCMO) develops and manages the strategies for the Department of the Navy's portion of the DISN-IS and non-DISN-IS, Including global subscription and capacity planning. This includes the ordering, consolidating and Integrating of all Navy and Marine Corps terrestrial long haul communications requirements and associated program planning actions under the Department of the Navy (DON). As the DON's Program Manager for the Terrestrial long Haul Leased program, the NCMO provides the centralized management for funding and record-keeping which enables the DON to have a one-stop-shop for the terrestrial long haul leased requirements In support of the Dept. of Defense's (DOD) newly-developed DISN-IS and access program. This further satisfies the DoN's requirement for a centrally-managed process to track and account for long haul telecommunications management and resources.This DISN Infrastructure Services (DISN-IS) Liaison position is located on the Department of Defense Suffolk Complex, Suffolk, Virginia. Due to COVID-19 this position will telework until Amentum provides authorization to return to the office. The DISN-IS Liaison serves as the control of the DON funding for the DISN-IS nodes and coordinates with agencies to appropriately manage the sharing of all DISN-IS Sites.The DISN-IS Liaison establishes and maintains a complete DON inventory of all DISN and Commercial leased Telecommunications circuits and equipment.

Serves as an expert of the DISN-IS Site database to include DISN-IS Site circuit Identification, bandwidth, services provided, ENR (aka…Facility Codes), and circuit GEOLOC (Geographical Location).

Maintains Inventory of all DISN-IS Sites with subscription relevant information, both current and projected DISN-IS site, as changes are made to the site's configuration. Any discrepancies Impacting DISN-IS site charges are Identified and addressed for accurate billing.

Evaluates the DISN-IS inventory for site capacity as TRs are received.

As required, reports out on current DISN-IS Site capacities per DISN-IS site database.

Works with other agencies/commands to appropriately coordinate/manage the ownership of DISN-IS Sites.

Plans and provides budget support for POM submission by providing information on DISN-IS needs for upcoming two years.

Fields customer and stakeholders' calls and inquiries as relates to DISN-IS Sites.

Identifies any changes to subscriptions sites resulting from relocations, BRACs, and reorganizations or any potential for increase, decrease, or termination of local telecommunications bandwidth or

Responsible for transition of circuits resulting from the installation of the IPT-PE infrastructure by DISA. This includes writing TR’s (Telecommunications Requests) in DSF (DISA Store Front) to transition circuits from legacy equipment.

May travel to attend various conferences and coordinate with stakeholders, suppliers, and/or customers.Other duties as assigned by the NCMO Director.

Minimum RequirementsBA or BS and 5+ years of industry, military, or government experience

In lieu of degree, 9 years of relevant experience

Must have an active Secret clearance

Must be U.S. Citizen

Travel up to 10%

Preferred Qualifications Familiarity with DISA, the US Navy and circuit management or telecommunications.
