JOB DESCRIPTION:
Coordinate with DARPA Contracting Officer’s Representatives (CORs), Contracting Officers, Administrative Contracting Officers, Office of Naval Research, and Health and Human Services and provide contract closeout administration in accordance with FAR 4.804.
Complete tasks required for contract closeout within the FAR, DFARS, and Agency regulation within mandated timeframes and take all actions necessary up to the point of signature by the CMO Contracting Officer.
Perform closeout planning and devise closeout strategies to verify Contract completion.
Confirm all closeout actions and resolve any outstanding issues.
Perform outreach and liaison activities with internal technical offices and external entities in DoD, universities and research centers, and research and development companies.
Review contract files, compile and analyze information, and document contract files.
Obtain all forms, reports, and clearances such as final patent, royalties, and property clearances from various sources as applicable to closeout.
Perform database query and information maintenance on automated and non-automated internal systems.
Comply with mandatory record retention requirements to store, handle, and dispose of contract files in accordance with the FAR.
Participate in and attend meetings and provide administrative support to Contract Management Personnel as required.
Develop and maintain a tracking system and report that include the status, location, and current actions pertaining to the closeout actions. The tracking system shall include, at a minimum, a list of contracts received for closeout, contract type, recommendations for quick closeout, and other information as needed.
Reconcile contracts and provide accurate contract balances at the detailed level.
Understand the details of contract and accounting processes/systems that allows for the most accurate recommended closeout data.
Draft modifications to deobligate excess funds or to obligate funds to settled prior year indirect cost rates for Contracting Officer review.
Work with external entities (DCAA, DARPA General Counsel, DARPA Comptrollers, and DCMA) to expedite the closeout process.
Prepare and disseminate all documentation including, but not limited to, completion of forms, final modifications, closeout letter, etc., for review and signature by the Contracting Officer.
Keep current with acquisition regulations (FAR, DFARS, OSD guidance, etc.) to ensure up-to-date knowledge of contract closeout procedures.
Requirements :CLEARANCE LEVEL:
Active Secret Security Clearance
EXPERIENCE:
Two (2) years of DoD full lifecycle contracting experience or closeout contracting experience similar to requirements above.
Federal Contracting Closeout experience should be within the last 2-5 years.
Must have SPS/PD2 work experience
EDUCATION:
Bachelor’s degree
Degree in - accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management is preferred.
