Director Capture and Business Development, Civilian Agencies

Our client is seeking a Director, Capture and Business Development for the Civilian market. The position will report directly to the Vice President, Strategy & Growth. This position will need to bring existing civilian customer relationships, develop and maintain strong business relationships with key decision makers across the company, as well as identify and qualify business opportunities, and position the company for bidding.

Specific activities include:
  • Drive opportunity from capture decision to contract award, manage bid strategies and oversees the development of the technical, management, cost strategies and the associated proposal volumes.
  • Review, analyze, discover and captures new business and growth opportunities.
  • Build execute comprehensive account plans that deliver desired customer awareness and awards.
  • Identify and qualify a robust pipeline of focused opportunities that align with Intelligence Solutions business objectives
  • Develop and maintain strong customer relationships to identify customer objectives, priorities, and requirements that strategically position the company as an innovative industry leader
  • Develop and maintain strong industry relations with large and medium businesses with significant presence in the assigned markets
  • Team with company leadership to provide counsel and recommendations for the bid/no bid gate reviews and collaborates with the Proposal Development & Capture for smooth turnover to proposal development
  • Conducts competitive analysis
  • Develops effective win strategies which include identifying and qualifying new opportunities
  • Develop value propositions through program strategies, supporting business cases and project plans
  • Maintains a pipeline of qualified opportunities in excess of $75M
The ideal candidate will have experience with DHS, State, HHS, USDA and also independent agencies and an understanding of augmentation with Data and Analytics, AI, ML, RPA, Application Development, IT Modernization, O&M, DME and Cloud Engineering.

Typical Education & Experience:Typically a Bachelor's Degree and 15 years work experience or equivalent experience.

Required Skills and Education:
  • Bachelor's Degree and 10+ years business development experience
  • Strong understanding of the civilian market with relevant organizational relationships.
  • Prior experience directly supporting the civilian market, in addition to possessing existing customer relationships, is strongly desired
  • Experience working the entire capture process- to include team building, developing win themes, procurement influence, and strategic positioning
  • Prior experience in harnessing and shaping deals in Office of Management and Budget designated Best in Class GWACs such as OASIS, 8A Stars, CIO SP3
  • Knowledge and experience with Sole source procurement and contracting processes
  • Working knowledge of CRM Tools such as Salesforce, HubSpot or Capture 2 Proposal

  • Identifies, develops, and implements near-term and long-term business strategies relating to the development of new services, technologies, and follow-on products.
  • Member of Industry-Government interacting bodies such as ACT-IAC, AFCEA, PSC
  • Mentor Junior/Intern BD team members
