Fearless person with tall ladder

Fearless person with tall ladder needed to clean out catch basin on the gutters of the third floor. Only one catch basin is partially blocked. There is a wire mesh over the basin but a bird or squirrel must have built a nest. Must be competent with working at this height. Please give an estimate.
