Summary About the Position: Serves as the Program Manager (Forensics/Biometrics) for the Defense Forensics and Biometrics Agency, reporting directly to the Director. Employee will be responsible for programming, standards, architecture, and requirement functions and activities of the Defense Forensics and Biometrics Agency and for interfacing with higher-level entities to achieve overall goals and objectives necessary to accomplish the mission. Responsibilities Responsible for programming, standards, architecture, and requirements functions and activities of the Defense Forensics and Biometrics Agency (DFBA). Manage and execute the DoD Identity Activities planning processes and the assessment, development, and coordination of DoD biometric and forensic systems. Assure DFBA requirements are satisfied by numerous cross agency organizations that are responsible for providing technical input into the DoD Identity Enterprise. Perform supervisory duties for a subordinate staff to include assigning work to subordinates, preparing schedules for completion of work and evaluate work performance. Conduct mid-range and long-range planning meetings to assess and establish the long-term goals of programs supporting DoD identity activities. Maintain awareness of technological discoveries, developments, and projects by conducting close liaison at the highest levels with officials of industry, research foundations, government institutes, and educational institutions. Specialized Experience: One year of specialized experience which includes (1) disseminating biometrics and/or forensics-related strategic communications across government agencies and (2) formulating strategies to develop and/or integrate biometrics and forensics concepts into identity activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS- 14). You will be evaluated on the basis of your level of competency in the following areas: Manages Human Resources Oral Communication Planning and Evaluating Project Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
