Temporary Manager, Finance & Compliance EFSP

POSITION SUMMARY: Is responsible for the overall delivery of assigned work projects within the department/team. Determines work tactics, project deliverables and resource requirements. Participates in the development of departmental action plans, work processes and systems. Provides backup for and support in assisting EFSP Controller with financial program management and providing program accountability for overall program including Uniform Guidance audit support, Improper Payments Information Act assessment support, and Grant Programs Directorate review support.

KEY RESPONSIBILITIES/ESSENTIAL DUTIES OF POSITION

An individual must be able to perform each essential duty listed below at a satisfactory level:

Financial Management

Assist with management of financial functions of EFSP Congressional appropriations:

  • Administrative budget, analyze and forecast to assure that expenditures adhere to budget guidelines

  • Maintain general ledger and financial information spreadsheets

  • Prepare monthly journal entries

  • Provide financial reports to the National Board and FEMA

  • Reconcile bank accounts

  • Review check and EFT registers prior to submission to finance for signature

  • Drawdown funds from HHS as needed for disbursement to agencies

  • Review and approve of administrative expenditures for EFSP

Independent Audit and UWW Internal Audits, Other Audits/Reviews

  • Assist with preparation of all audit and financial schedules required by internal and external auditors

  • Assist auditors and staff during actual audit

  • Assist with other audits/reviews – Improper Payments Information Act (IPIA), Grant Programs Directorate (GPD) including preparation of materials, tracking of reviews of Local Recipient Organizations (LROs), reviewing documentation and contacting Local Boards and LROs as needed

Program Compliance Review

  • Participate as a member of the team reviewing reports for compliance with program guidelines and eligibility

  • Troubleshoot as needed in the review of reports, including contacting Local Boards and LROs as needed

  • Participate as a member of the team reviewing follow-up documentation from Local Boards and LROs to resolve compliance problems as expeditiously as possible

  • Assist with editing and proofing compliance letters before sending to Local Boards and LROs

  • Assist with testing of Final Reports and Compliance changes to EFSP system

Site Compliance Reviews

  • Perform on-site compliance reviews of agencies throughout the U.S. are required by the National Board, FEMA’s Inspector General to substantiate eligible expenditures and review of financial structure and stability or to investigate a fraud issue

  • Report findings to the National Board

Uniform Guidance Audit Review

  • Request Uniform Guidance audits from funded agencies and track receipt

  • Review and note exceptions for Uniform Guidance audits required by FEMA’s Inspector General

  • Track findings from review for possible future site-audits

  • Report findings to the National Board

Consultation and Technical Assistance

  • Secondary contact for audit and fraud issues throughout U.S. for Local Boards and LROs

  • Provide information on program operation and guidelines through the most appropriate method (i.e., telephone, letter, email)

Other Duties as Assigned

JOB REQUIREMENTS

Minimum requirements include:

  • Bachelor’s degree or commensurate experience.

  • Three years of advanced-level experience in a similar role.

  • One year of experience in a leadership role.

  • Excellent communications and project management skills.

  • Ability to interact with all levels of staff.

  • Knowledge of Emergency Food & Shelter Program a plus.
