This will include the assignments of proposals, tracking of deadlines, supervision of assigned employees, and other duties as assigned.Description of Duties Performs pre-award activities which include submission of proposals, overview of budget, proposal documents, and compliance checks. Monitors workload distribution and redistributes tasks, as appropriate among pre-award staff and acts as a subject matter expert to assigned staff. Supervises grant/contract proposals pre-award issues and assures compliance with university policy and government and private sponsor requirements. Ensures grant/contract proposals are competitive and interprets sponsoring agency guidelines to faculty/staff principal investigators and to university administrators. Works closely with Office of Sponsored Programs Director to develop policies and procedures relating to pre-award administration by identifying areas of need. Reviews grant proposals and ensures preparation and routing of proposal documents for signature and submission. Complies with federal, state, and institutional policies/guidelines. Review of limited submission programs and announcement to campus community for upcoming internal limited submission competitions. Oversees and participates in the hiring, training, oversight and evaluation of assigned staff. Identifies items that require urgency or attention and ensures appropriate action is taken. Advises faculty and staff on best approaches and assurance of compliance on proposals. Serves as liaison between pre-award and post-award tasks and Director. Develops and implements pre-award focused training and outreach efforts to institutional faculty and staff. Facilitates communication and problem resolution relative to pre-award activities for faculty and sponsored programs staff and between internal and external constituents (e.g., faculty submitting proposal, federal/state agency program officers, departmental chairs, etc.). Develops and presents updates to the program as needed as related to the pre-award operations. Ensures tracking of proposal submission, requested amount by PI, department, sponsor, college/division. Collaborates with the SPA Electronic Research Administrator and serves as operational lead in development and implementation of pre-award electronic research administration software. Performs other duties as assigned.Supervision ReceivedGeneral supervision from assigned supervisor.Supervision GivenDirect supervision of assigned staff.Required EducationBachelor’s degree from an accredited university.Preferred EducationCertified Research Administrator or graduate or professional degree in research administration, business administration, law or public administration.Licenses/CertificationsNone.Required ExperienceFour (4) years of professional experience in the preparation and processing of research grant proposals and/or awards and in their administration, including experience in understanding proposal guidelines and proposal packaging. Experience with interpretation of federal, state, and institutional policies and guidelines. Previous experience in proposal review and submission. Experience in use of major proposal grant databases such as Cayuse, Research.gov, Grants.gov, NIH ASSIST , and other databases.Preferred ExperienceNone.EquipmentUse of standard office equipment.Working ConditionsNeeds to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required.
