The ideal candidate will work closely with the GIS Supervisor to ensure data integrity and synchronization of data which is relied upon as mission-core data for 911-related dispatch efforts.The Senior GIS Technician will perform complex data entry and advanced update and maintenance functions for a Geographic Information System (GIS) database as well as performing lead functions for various assigned GIS projects.Key Responsibilities:
Performs complex data entry and advanced update and maintenance functions for a GIS database using workstations, personal computers and GIS software. Works on mission critical core data while maintaining database standards and system security.
Analyzes output and researches and corrects source problems. Familiar with Geocoding operations; independently rematch, manually validate address data as needed and creating locators and trouble-shooting locator behaviors to aid in address validation.
Work closely with the Senior GIS Analyst and GIS supervisor on the requirements of creating and updating maps for Fire, Police, and other departments for 911 dispatch purposes or post-storm remediation.
Performs quality control for database maintenance. Reviews and checks input and output in a GIS editing environment. Works in ArcGIS Pro with high attention to editing detail and ensures integrity of geometry and attribute edits.
Assist the GIS supervisor in establishing data model preparation standards and documenting GIS workflows and processes.
Troubleshoot and resolve system’s location override queries (LOQs) as needed.
Performs other duties or assists with special projects as assigned.
WORKING CONDITIONSThe position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make closely coordinated eye/hand movements within very fine tolerance and/or calibration demands; the ability to make rapid closely coordinated eye/hand movements on a patterned response space within somewhat fine tolerance demands; or the ability to make coordinated eye/hand movements within fine tolerances with large equipment as an extension of the worker.MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTSRequires an Associate's degree in Geographic Information Science, Planning, Geography, Computer Science, Management of Information Science or a closely related field.Experience equivalent to or as a GIS Technician may be substituted for the degree requirement on a year-for-year basis. EXPERIENCE REQUIREMENTSTwo years of experience equivalent to or as a GIS Technician are required.A Bachelor's degree in Geographic Information Science, Planning, Geography, Computer Science, Management of Information Science or a field directly related to work being performed may substitute for the education and experience requirements. LICENSE REQUIREMENTSNonePREFERENCESPreference will be given to applicants with the following:
Familiarity with NENA’s 911 standards.
Proficient in ArcGIS PRO, ArcGIS Online and version editing process.
Familiarity with address assignments, address validations and geocoding.
Knowledge of boundary descriptions and the ability to interpret metes and bounds descriptions is a plus.
Self-motivated and able to work independently with minimal instructions within a results-oriented environment.
Occasionally, work hours can extend beyond a standard work week to include weekends and/or extended time at the HEC during emergency events.
