Hybrid-Telework AvailableSubject to changeDESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSBuilds, maintains & updates hydraulic and water quality models for the City of Houston water system and applies models to develop operational and CIP projects and long-range strategies. Evaluates and analyze the water systems using various data, tools, and techniques including advanced computer models, Business Analytics (BI), and Geographical Information System (GIS). Identify, evaluate, recommend, and plan for improvements of operations, procedures, facilities, and systems. Performs water demand projection, short-term and long-term water planning. Prepares, reviews, and provides recommendations on technical studies, CIP project reports, DCR reports, and planning reports. Performs and reviews engineering computations. Develops and designs conceptual utilities layouts, drawings, etc. Reviews, research, analyze, internal and external data, prepare various records, and reports. Reviews and evaluates service requests. Manage Groundwater Reduction Program (GRP). Coordinate with current & future contract customers (MUDs, GRPs, Authorities). Assist surface & groundwater accounting. Review and identify regulatory requirements for the water utility and perform analysis to evaluate the system to find regulatory deficiencies. Coordinates engineering activities in all disciplines (i.e., Water, Wastewater, Traffic, Street & Bridge and Storm Water) as a project manager. Coordinate and participate in various meetings, develop meeting minutes, keep track of project and data logs, etc. Requires ability to communicate effectively, both oral and in writing. Supervise & train graduate engineer.WORKING CONDITIONSThis position is physically comfortable; the individual has discretion about walking, standing, etc.This is a Department of Public Works & Engineering Emergency Management position at the Tier III Level MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;ORRequires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.EXPERIENCE REQUIREMENTSFour years of active practice in engineering work after graduation from an approved curriculum in engineering are required. Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.LICENSE REQUIREMENTSRequires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.Engineers from out-of-state mustbe hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;
ANDobtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of HoustonMay require a valid Texas Driver's License and be in compliance with the City of Houston policy on driving. (A.P. 2-2).PREFERENCESKnowledge of hydrology, hydraulics, water quality, water treatment process, water distribution system and Texas Water Right.Possess a working knowledge of underground public utility infrastructure, hydraulic modeling, water quality modeling, transient modeling, GIS, and Data Analytics.Hands-on experience in building and applying distribution system models (WaterGEMS/ Open Hammer).
