Manages all aspects of the agency’s financial operations, including the supervision of the accounting, financial operations, budget, debt and portfolio management, financial compliance and procurement and contract services functions. Assumes a strategic role in overall management of the TWDB’s accounting functions by maintaining adequate controls to safeguard the agency’s financial assets, ensuring the integrity of the agency’s accounting records, and complying with all state, federal, and tax laws, and agency policies. Oversees the agency’s issuance of debt and the management of the debt portfolio to ensure transaction timeliness with program needs. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports directly to the Executive Administrator of the Texas Water Development Board. Essential Job FunctionsProvides effective leadership and management of the Finance Office.Directs TWDB financial operations activities.Oversees all activities of agency debt and portfolio management, including portfolio reporting and management, cash flow analysis, debt service analysis, loan analysis, interest rate calculations, etc.Oversees the activities of agency financial compliance, including monitoring and analyzing entities in the underlying portfolios.Maintains a working knowledge of applicable federal, state and local laws and regulations and develops and implements policies and procedures to ensure compliance with state and federal requirements.Ensures the financial integrity of the TWDB and assists in its strategic development through the formulation of sound financial policies and procedures in partnership with the operating divisions.Oversees activities related to the sale and delivery of bonds and the investment of bond proceeds and other funds in authorized investments.Oversees process management and development of fiscal notes, performance measures and other reporting required by the Legislative Budget Board and Governor’s Office of Budget and Planning.Oversees the contracts administration and procurement functions while ensuring the timely completion of tasks in accordance with Texas contracts and procurement laws and regulations.Analyzes legislative requirements and proposes financial management strategies, policies and procedures.Manages and oversees the office’s role in implementation of new legislative responsibilities.Assists in reporting and communication with oversight agencies/committees, including the State Comptroller’s Office, the State Auditor and Sunset Commission regarding issues affecting the agency’s finances.Analyzes, organizes and directs financial management activities to ensure optimum support to agency programs.Analyzes and monitors the agency’s financial position and ensures monthly, quarterly and year-end financial statements are prepared in an accurate and timely manner.Formulates fiscal policy and guidelines in areas of budget development and management.Directs agency activities in forecasting needs, development of funding formulas, and managing the agency’s accounts receivables and payables.Prepares investment briefings and action recommendations for the Board in matters of investment legislation, security dealers, new products, quarterly investment reports, etc.Develops and reports agency Legislative Appropriations Requests, Annual Financial Reports and other financial reports as required.Briefs members of the legislature, public, Board and other stakeholders.Designs, develops and improves agency funds management reports for use by the Board, staff, and oversight entities.Monitors and maintains the agency’s investment rules, policies, strategies and procedures ensuring compliance with the Public Funds Investment Act (PFIA).Provides data and coordination to the agency’s arbitrage services consultant ensuring compliance with federal arbitrage rebate requirements.Oversees the reconciliation of various cash and security accounts and resolves disclosed discrepancies.Manages all project activities within the Finance Office, providing technical direction and guidance.Monitors and reports Finance Office work activities.Supports Finance Office administrative requirements related to organization, budget and personnel.Authorizes the Finance Office hiring, separations, disciplinary actions and employee performance rewards.Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.Evaluates the Finance Office performance and recommends and leads improvements.Ensures the provision of quality customer service from the Finance Office to both internal and external stakeholders.Manages the performance of direct reports, to include timely completion of performance appraisals, and follow-through on disciplinary actions as needed.Maintains confidential and sensitive information.Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.May be required to operate a state or personal vehicle for business purposes.Performs other duties as assigned.
