General Description:The District Outreach Coordinator (DOC) serves as a vital member of the Veterans Employment Services team. The DOC will facilitate Veteran access to community-based, civic, and military, programs and services; and represents the Texas Veterans Commission (TVC) in the community by developing and coordinating outreach opportunities and referrals. Will provide a full range of intensive services, employment, training, and placement services to meet the needs of Veterans with priority given to Disabled Veterans, Special Disabled Veterans and other eligible Veteran and eligible persons as designated by DOLVETS./To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance./

Essential Duties and Responsibilities:

· Conducts outreach to locate eligible veterans who could benefit from Individualized Career Services· Provides intensive services to qualified veterans and other eligible.· Conducts outreach to community partners, service providers, local government entities, Veteran Service Organizations, and other service providers to promote Veteran’s employment goals and objectives in finding suitable employment.· Maintains a database and contact information for community-based, civic, and military organizations.· Manages social media include but not limited to Facebook, LinkedIn, and Twitter· Create social media articles and publications.· Conduct workshops for Veterans with significant barriers to employment (SBE)· Represents TVC at local Veteran courts.· Represents TVC at meetings and may conduct virtual or in-person presentation to groups as appropriate.· Conducts a comprehensive assessment of training needs, education, experience, skills, interests, and other relevant data to deliver the appropriate level of services and assist Veterans with barriers to employment. This includes working closely with Veterans to enhance their job search skills and efforts.· Counsels and encourages Veterans throughout their reemployment process.· Outreaches Veterans who can benefit from specialized services.· May enter and retrieve information to/from computer systems (Work in Texas.com, VCMS, etc.)· Maintain district events calendar.· Performs related work as assigned.Military Crosswalk information:https://hr.sao.texas.gov/Compensation/MilitaryCrosswalk/MOSCSocialServices.pdfMinimum Education:An associate degree from an accredited college with major course work insocial work/social science,human resources, business,or a related field. Experience may be substituted for education on a year-by-year basis.College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.Minimum Experience: One (1) year of experience in interviewing, assessment, job placement assistance, outreach, retention and counseling work of Veterans and other eligible job seekers.NOTE:/Applicants must be a Veteran who served on active duty for a period of more than 180 days and was discharged/released with other than dishonorable discharge; OR a Veteran who was discharged/released from active duty because of a service-connected disability.To demonstrate qualification, a DD form 214 (member 1 copy not acceptable), NA Form 13038, or a VA Summary Benefits Letter must be attached to the application or provided prior to an interview being extended. /Additional Requirements:A valid Texas Driver’s License must be provided within 90 days of hire.

Preferred Experience and Qualification:

Two (2) years of experience in the operation of computers and in applicable software

Two (2) years in the JVSG program

Experience with case management principles, standards, and methods

Experience in case guidelines, regulations and polices

Experience providing excellent customer service to both internal and external customers

Experience with public relations and communication skills

Experience managing multiple, competing priorities, while delivering exceptional service

Knowledge, Skills, and Abilities:

Knowledge of English language enough to compose correspondence, summarize information and write case narratives.

Knowledge of counseling techniques, assessments, career planning and interviewing techniques.

Knowledge of community resources and supportive services.

Knowledge of functions and services provided in the American Job Centers.

Knowledge of Significant Barriers to Employment and Case Management Process.

Skills in developing and presenting training materials.

Skills in operation of computers and in applicable computer software.

Ability to assess Veteran needs and to coordinate Veteran services.

Ability to organize, monitor, document and follow-up with case managed clients.

Ability to consistently present a professional image to customers, the public and co-workers.

Ability to maintain confidentiality.

Ability to train others individually, in small groups, or large audiences.Environmental & Physical Conditions:

Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds.
