Functional Chief for New Parent Support Home Visitor Program

The information you provide will be valuable in supporting our efforts to secure this project successfully.International SOS is looking for qualified individuals to be the Chief for the New Parent Support (NPS) Home Visitor Program for The Navy Fleet and Family Support Program (FFSP.) The FFSP serves active duty members of the Navy, Marine Corps, Army, and Air Force plus their eligible family members; active duty members of foreign military services who are stationed in the area; reserve military personnel and their family members when they are eligible for military medical care, military members designated as severely wounded, ill and injured and their identified caretakers and, on a space available basis, military retirees and their family members and widows, eligible family members of military decedents and other groups as directed and authorized by higher authorities in response to special circumstances. This person shall have oversight of provided NPS programs and services world-wide, that directly support deployment and mission readiness by preparing service and family members to anticipate, understand and cope with the demands associated with the Navy lifestyle and operating tempo. This Functional Chief will work with Service leadership in planning a mix of programs tailored to the needs of the Service and which target different audiences to include single, married, parents and children, wartime and peacetime. This position will also direct service productivity standards, ensure all information and referral, one-on-one, and group education services provided by the NPS Program’s staff are properly executed and ensure that staff delivering NPS Program services are accounting for all services delivered. Key ResponsibilitiesProvide timely and effective program oversight of the NPS Programs functions, coordinate regularly with Non appropriated Fund Instrumentality (NAFI) representatives and the Contract Site Leads, where available, regarding performance and quality of services provided by NPS Program’s staff and plan and ensure execution of quality assurance activities. The incumbent is responsible for the execution of instructions and regulations affecting the service delivery in the NPS Programs, analyzing data gathered, briefings, and assisting in developing standardized curriculum and program implementation guidance and making recommendations for the delivery of NPS Programs.  Continually identify best practices for program delivery, assist in the development of curriculum and program implementation guidance to maintain NPS Programs. Assist Regional FFSP Program Managers on development of marketing plans and campaigns.  Continually assess effectiveness of the NPS Programs and services execution and recommend adjustment of resources or changes to policy and procedures to increase efficiency and effectiveness.  Collaborate with other FFSP personnel as the team works to provide FFSP support to individuals, families, commands and others entitled to FFSP services as outlined in FFSP directives.  Ensure program services use the Nurturing Parenting Program for all at risk parents accepting NP Support services. Oversight of home visiting services are fully documented in the in required systems in accordance with current Navy requirements. Oversight to ensure staff delivering services are accounting for all services delivered in the scheduling module in required systems. This list is non-exhaustive, and the role holder may be required to undertake additional duties that are not specifically listed above.
