- Identify, interpret, and transform program business needs and policy requirements into documented business processes
- Provide support, document requirements, and act as a liaison between with contractors
- Identify approaches to meet business requirements by performing detailed analysis and technical design of program areas
- Support implementation of comprehensive case management solution utilizing current workflow and program software to conduct and document gap analysis, identify evidence needed to support requirements, develop business and functional requirements specifications, assist with designing business solution, and assist with technical, user acceptance testing (UAT) and post validation
- Escalate issues as required to the IT Systems and Support Senior Manager and program Deputy Director
- Provide weekly updates and reports to the IT Systems and Support Senior Manager
- Bachelor’s degree or higher preferred
- At least 6 years of business analyst experience
- At least 5 years of experience working with social service programs and associated business processes
- SQL or similar query experience
- Experience designing eligibility related software application suite
- Experience with problem identification and integration of technical skills to resolve issues
- Ability to translate and communicate highly technical concepts
- Ability to independently identify and develop solutions/test plans procedures and job aids to support new business processes
- Strong experience with business process analysis (Use Cases and/or process flows) and mapping (Gap Analysis) techniques
- Ability to generate ad hoc reports using visualization tools such as Tableau
- Strong communication, interpersonal, and relationship skills
