Ocean Associates, Inc. (OAI) is seeking a System Administrator to support The National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO). OAI conducts research, offers policy advice, and provides personnel support services to government and industry clients for marine fisheries and protected species.

Background

The National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO) manages and operates NOAA's fleet of 16 research and survey ships and nine (9) aircraft to complete NOAA’s environmental and scientific missions. Comprised of civilians and officers of the NOAA Commissioned Officer Corps and US Public Health Service Commissioned Corp, OMAO also manages the NOAA Diving Program, NOAA Small Boat Program, and NOAA Aviation Safety Program. OMAO Marine Operations (MO) is responsible for hydrographic survey, oceanographic research, and fisheries survey vessels. The fleet of research and survey ships are operated by Marine Operations Center-Atlantic (MOC-A) in Norfolk, VA, Marine Operations Center-Pacific (MOC-P) in Newport, OR, and Marine Operations Center-Pacific Islands (MOC-PI). NOAA’s Aircraft Operations Center (AOC), located in Lakeland, FL, is responsible for operating, managing, and maintaining OMAO’s fleet of aircraft and unmanned aircraft systems. NOAA aircraft collect environmental and geographic data that is essential enhancing our understanding of hurricanes, improving the accuracy of tropical cyclone forecasts, and supporting marine mammal population studies, shoreline change assessments, water resource and snow surveys, air chemistry studies, remote sensing projects, and emergency response.

OMAO’s Marine and Aviation Cyber Center (MACC) provides information technology (IT) infrastructure, mission-critical software and applications, cyber security, and IT support services across all OMAO facilities and observation platforms. MACC’s team is comprised of NOAA Corps Officers, US Public Health Service (USPHS) Officers, civilian employees, and contractors distributed nationwide. As OMAO continues to make advancements in the collection of scientific data from ships, aircraft, unmanned systems, and land-based facilities, MACC must also evolve its ability to provide IT services and resources capable of meeting OMAO’s scientific operational needs.

Duties:

NOAA OMAO MACC requires IT Support Services to develop, operate, and/or manage hardware and software applications across NOAA ships, aircraft, unmanned systems, Centers, Divisions, and Programs throughout CONUS. The employee shall work with MACC to support OMAO Divisions and Programs, Commissioned Personnel Center (CPC), MO, and AOC IT infrastructure and services by providing the following System Engineering and Software Development and Support:

Assess commercial off-the-shelf (COTS) and government off-the-shelf (GOTS) technology solutions;

Design, deploy, and maintain systems and sub-systems; and design, develop, and operate OMAO software applications, websites, and database.

Install, configure and test high-level operating systems, application software and system management tools for marine and aviation operations.

Write and maintain custom scripts and participates in executing security, backup and redundancy strategies.

Location: Newport, RI. Travel is anticipated

Required Knowledge and Experience:

A Bachelor’s Degree in IT or a related field from an accredited college or university is preferred.

Minimum 10 years of experience in marine and/or aviation related industries is preferred

Must possess progressive experience maintaining and directly supporting complex IT architectures aboard fleet of ships, aircraft and unmanned systems using Linux and Windows operating systems, such as patching, system back-up, recovery and file maintenance.

Must posses the ability to schedule, install and test system software and hardware in limited network connectivity environments.

Must posses the ability to configure software and resolves technical problems by monitoring and maintaining license subscriptions and maintenance agreements.
