JOB DESCRIPTION AND POSITION REQUIREMENTS:The Office of Research Protections (ORP) at Penn State, seeks a qualified candidate with a demonstrated commitment to leadership, strategic thinking, and collaboration to serve as the University Export Control Officer (UECO).This position is located at The Pennsylvania State University, University Park campus in State College, Pennsylvania. As a member of the Office for Research Protections, you will be joining a team of individuals who have the ambition to help Penn State succeed.This position will report to the Assistant Vice President for Research and will supervise one compliance analyst and one part-time compliance analyst who will support the Export Control program.Role and Responsibilities:
As an “Empowered Official” designated by federal regulations, you will hold signature authority for the University on all export control matters. This includes international trade transactions, compliance issues, and investigations related to ITAR, EAR, and FACR regulations. This encompasses developing, implementing, continuously monitoring, and enforcing comprehensive export control policies and procedures that meet or exceed federal requirements governing the export of goods, technology, and information.
Assess research projects for export control applicability based on specific work and technologies and collaborate with principal investigators and units to ensure adherence to regulations and internal policies.
Conduct reviews, investigations, and audits, stay updated on regulations and notify relevant parties and contribute to policy revisions.
Serve as the central subject matter expert (SME) on export controls.
Partner closely with the Office of Sponsored Programs, Applied Research Laboratory, Office of General Counsel and Office of Ethics and Compliance, and serve as the central subject matter expert (SME) on export control.
Develop a synergistic approach to export control across the university and balance international collaboration needs with federal export control requirements.
Establish, implement, and enforce guidelines that minimize operational impact while maximizing compliance efforts.
Foster collaboration with faculty, staff, and administrators.
Education and Experience:
A minimum of Bachelor's degree is required, with 8+ years of direct experience in export control compliance (ITAR, EAR, OFAC) and 3+ years of supervisory experience, or equivalent combination of education and experience.

Preferred Qualifications:
Master's degree in a related field or Juris Doctor (JD).
U.S. Export Compliance Officer Certification.
Export control compliance experience in higher education.

Work Arrangement: The Office for Research Protections is supportive of flexible work arrangements when aligned with the ability to meet the needs of the unit and the essential duties of the position. The location of this position is flexible and can operate in a hybrid model of both in-person and remote. In-person work at the University Park campus is required for a minimum of one week per month for site inspections and meetings at the Applied Research Laboratory.
