Conduct special studies and analyses, develop alternatives, present recommendations to management and influence management decisions. Research, analyze, develop and implement new strategies, programs, and/or processes in response to changing internal and external conditions. Manage and allocate financial and employee resources. Implement and support Company programs and policies. Usually responsible for establishment and adherence to department budgetResponsibilities

Identify and develop innovative opportunities for cost effective programs and projects which meet corporate objectives and customer needs.

Responsible for customer impacts, regulatory inquiries, and other customer specific issues associated with program implementation, administration and delivery

Develop and maintain program budgets, financial performance and results.

Adhere to corporate procurement guidelines for the acquisition of resources.

Develop and/or adhere to appropriate program, department, company and SOX financial controls and processes within programs assigned.

Analyze program opportunities and develop department and corporate strategies and positions.

Develop, implement and evolve program designs, tariffs, contracts, procedures, support materials, marketing and communication plans and training materials for assigned programs.

Collaborate across departments and with external stakeholders to stay abreast of major company projects and initiatives.

Manage the preparation of regulatory filings, and testify in Company rate cases and other regulatory proceedings.

Develop the company's regulatory policies, objectives, and strategy related to customer solutions.

Implement business objectives, strategies, and programs consistent with the company's strategy.

Provide input into policy decisions, and to mobilize resources to produce desired business results.

Review technical data, financial modeling, and understand data systems and interfaces.

Requirements

Bachelor's degree in Accounting, Finance Mathematics, Business, Economics, Engineering or a related field; or the equivalent combination of education and experience.

A minimum of seven years of utility program development experience

Strong leadership skills and the ability to work with all levels of an organization including people with different styles and backgrounds; ability to work both independently and as a member of a team; ability to manage and motivate employees.

Thorough understanding of utility economics, as well as utility commission rules and regulations.

Ability to communicate calmly while under pressure.

Strong communication and interpersonal skills including ability to consult with internal and external clients.

Preferences

Advanced Degree.
