Other duties may be assigned.

Plans, schedules, and conducts engineering work on projects of significant size and complexity, with full responsibility and authority for budget, schedule contractual obligations, and quality standards.

Negotiates critical and controversial issues with top-level engineers and officers of other organizations and companies.

May have overall responsibility for several projects concurrently.

Supervises team of several subordinates of project manager or senior project engineer level with multiple engineering or professional disciplines included.

Makes decisions and recommendations that are recognized as authoritative and have a far-reaching impact on extensive engineering and relative activities of the company.

At this level will have demonstrated high degree of creativity, foresight, and mature judgment in planning, organizing, and guiding extensive engineering programs and activities of outstanding novelty and importance.

Initiates and maintains extensive contacts with key engineers and officials of other organizations and companies, requiring skill in persuasion and negotiation of critical issues.

Has major responsibility for client service management, including maintaining relationships with key client staff and decisions makers, identifying opportunities, preparing proposals, conducting interviews, and negotiating contracts with clients after selection.

Develops and maintains significant relationships with client leadership personnel.

Responsible for internal staff training, mentoring and monitoring.

Identifies need for and directs subconsultants performing services on projects.

Active in professional associations, including presentations of technical papers, member of technical committees, and officer of local and national organizations.

Identifies need for recruitment of new employees and participates in the identification, interview and selection process.

Travel required when requested.

Qualifications

Bachelor's degree in Civil, Environmental, or Chemical Engineering

20-30 years experience

Registration as a Professional Engineer

Must have demonstrated ability and experience at project manager level in the design and construction phase of small, medium, and large sized infrastructure projects.

Ability to communicate effectively with clients and project team.

Strong oral and written communications skills.

Sensitive to political issues and client preferences.

Proficient in public speaking roles.

Deliver high quality services within budget and schedule constraints.

Work requires a broad knowledge of precedents in civil engineering and a good knowledge of related infrastructure specialties.

Experience working with water and wastewater facilities, wastewater collection systems, water transmission/distribution projects, pipeline rehabilitation projects, pump stations, and reservoirs.

Preferred Qualifications

Master’s degree in Civil or Environmental Engineering
