Position Overview:

The City of Springfield is seeking an Environmental Services Associate Manager I/II to be responsible for the administration and implementation of the Metropolitan Wastewater Management Commission’s (MWMC) Regional Wastewater Program budget and the City of Springfield’s Environmental Services Division (ESD) budget. The MWMC is an Intergovernmental Entity that serves as the regional wastewater provider for Eugene, Springfield, and portions of Lane County. This position administers the MWMC’s property and lease agreements, System’s Development Charges methodology and implementation, regional and local user fee charges, and rate modeling and billing. The Associate Manager will supervise administrative and billing staff that work on behalf of ESD and the MWMC.

Training & Experience:

The City will consider any equivalent combination of knowledge, skills, education, and experience to meet minimum qualifications. Such a way to meet minimum qualifications could include:

Associate’s degree or two- year technical certificate in environmental services, business, finance, public administration, or related field, and 3-5 years of budget related experience to include preparing and administering budgets, or municipal accounting and finance experience (Associate Manager I)

Bachelor’s degree in environmental services, business, finance, public administration, or related field, and 3-5 years of experience with budgeting, specific programmatic knowledge to complete complex financial analysis projects, and making programmatic changes based on regulatory requirements (Associate Manager II)

A minimum of 1 year of supervisory experience is required

The Associate Manager II is normally filled by advancement from the Associate Manager I. When filled from the outside, the Associate Manager II requires several years of prior experience performing at a level with full range of positional duties with minimal oversight, and having appreciable latitude for unreviewed actions and decisions.
