PURPOSE OF POSITION:

The IT Systems Specialist Supervisor position's primary responsibilities include but are not limited to supervising the IT Department's Systems Specialist staff, management of the IT Department's service management platform, oversight of endpoint inventory, and processing invoices for IT expenditures. This position will develop, lead, and motivate the IT Systems Specialist team to deliver excellent customer service and technical support, in a timely fashion. This position will create new and improve upon existing departmental workflows and processes, ensure support ticket completeness and accuracy, and generate content to educate city staff on IT processes and platforms. This position will work directly with IT team members, City staff, City leadership, and external partners and vendors to identify, procure, implement, and maintain various end-user technology solutions throughout the City’s network environment(s).

JOB QUALIFICATION REQUIREMENTS:

Mandatory Requirements:

Bachelor’s Degree from an accredited college or university with major course work in Information Technology or related field and five (5) years verifiable work experience in a similar job position. Two (2) of the years of experience must be supervising other information technology professionals; or any equivalent combination of education and experience which demonstrates the ability to perform the described duties.

Level 4 CJIS certification, required within first sixty (60) days of employment.

Knowledge, Skills, & Abilities

- Strong listening, communication, and customer service skills.

- Highly organized with the ability to manage multiple calendars and schedules effectively

- Meticulous attention to detail and accuracy

- Proficient in Microsoft Excel; skilled in data manipulation and complex formulas.

- Ability to follow and establish processes and procedures.

- Knowledge of installation, testing, and troubleshooting techniques for computers, peripheral hardware, software, VOIP

telecommunications, and network connectivity issues.

- Knowledge of Microsoft operating systems and domain network infrastructure.

- Knowledge of website content management.

- Knowledge of desktop operating system imaging techniques and practices.

- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to

problems.

- Ability to problem solve and think critically.

- Ability to translate technical information into an easy-to-use format for both technical and non-technical end users.

- Skills/ability to handle stressful situations, multiple projects, and assignments, and adapt quickly to an ever-changing environment.

- Ability to communicate effectively, both verbally and in writing.

- Ability to work effectively with a wide variety of people, including City staff, City leadership, vendors, and contractors.

- Must be organized, independent, and a self-starter.

Special Requirements/Licenses:

The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver’s license.

Must have a safe driving record.

Desirable Requirements:

For desirable requirements to be considered, one must have met the mandatory requirements noted above:

- Possession of A+, ITF+, M365 Fundamentals, Microsoft role-based, or similar certification.

- Possession of Security+, GIAC Security Essentials, CISM, CISSP, or similar certification.

- Experience in a government setting; knowledge of state and federal laws governing public information and privacy.

- Experience with government procurement.

- Experience with government specific software systems (SCADA, ArcGIS, SQL-based Utility Billing, AMR, etc.).

- Working history of web content accessibility oversight, such as WCAG 2.

- Experience managing the enforcement of regulatory compliance (i.e.: CJIS, PCI, HIPAA, GDPR, etc.) and/or cybersecurity

framework standards (i.e.: NIST, ISO, SOC2, NERC-CIP, etc.).

- Working history of Microsoft SharePoint Online administration.

- Experience with complex audio and video communications systems

SUPERVISION RECEIVED:

Work is performed under the general direction of the IT Manager, or designee, who holds the employee accountable for achieving department goals and objectives.

SUPERVISORY RESPONSIBILITIES:

Provides complete supervision to assigned employees including oversight and authority for assigning and reviewing work and evaluating performance to comply with policies and procedures.
