Job Description (FOR IMMEDIATE HIRE) Vintun LLC is seeking an Electronics Technician II to provide technical support services, equipment and personnel for a strategic communications unit. The Electronics Technician should have previous experience providing technical services within an industrial environment. The Electronics Technician II performs assignments that are not completely standardized or prescribed, selects or adapts standard procedures or equipment, using fully applicable precedents, receives initial instructions, equipment requirements, and advice from supervisor or engineer as needed, performs recurring work independently. Work is reviewed for technical adequacy or conformity with instructions. The electronics technician performs at this level or a combination of such typical duties as:

  • Technical Support to include; minor modifications, upgrades and technical documentation reviews in support of fixed and mobile EHF communications systems. Support shall include performance of analytic and evaluative duties in connection with planning, scheduling, acquisition, installation, integration, modification, and testing of communication systems and equipment. Support shall include assistance in developing comprehensive installation design plans, system analysis, safety, test support, specifications and standards, performance and maintenance data analysis, and information assurance vulnerability assessments.
  • Make recommendations for interpreting and implementing Department of Defense (DOD) and Department of Navy (DON) policies, rules and regulations regarding long haul communications services and facilities.
  • Serve as the point of contact with operational users, and military technicians. Support shall include ensuring inquiries/problems concerning equipment and services are expeditiously resolved.
  • Provide technical advice and assistance to systems development/project leaders responsible for telecommunications systems. This includes participation in applicable phases of the system development process.
  • Provide day-to-day support in the area of training for both legacy and newly installed systems as necessary in support of fixed and mobile communications systems. Contractors shall provide communication and technical training to watch and maintenance personnel on installed communication systems associated with the command and its strategic missions. The Contractors shall assist in the development of Command Standard Operating Procedures (SOP) and maintenance procedures.
  • Provide day-to-day support in the area of configuration management in support of fixed and mobile EHF communications systems. Support includes providing updates to Configuration Manager for inclusion in the Naval Sea Systems Configuration Data Managers Database-Open Architecture (CDMD-OA) database and NETWARCOM's Maintenance Figure of Merit (MFOM) equipment models.
  • Serve as members of the Change Management Board and make recommendations to the OIC for the technical impact of all system changes.
  • Periodically validate command assets ensuring only authorized configuration items are added, removed, or changed within the architecture. This includes identifying, accurately describing, and recording all equipment changes and/or alterations for submission to the CDMD-OA database manager.
  • Provide day-to-day support in the area of repairs and maintenance in support of fixed and mobile communications systems. Support shall include providing or arranging on-site corrective actions, evaluation of reliability, maintainability, availability, and the logistical support of system/equipment as tasked.
  • Provide technical advice and assistance for equipment troubleshooting and repair beyond the skill and resource capabilities of assigned military personnel.
  • Facilitate Information security vulnerability assessment updates via Information Systems Security Manager (ISSM) on applicable computer systems and be responsible for on-going technical analysis of existing communications equipment to ensure maximum capability is being achieved with present equipment.

Qualifications Candidates should have the following qualifications:

  • Knowledge of the Fleet Readiness Certification Board (FRCB) process and equipment installation policies outlined in the Shore Installation Process Handbook (SIPH). Expert knowledge of hardware and software used with new and emerging telecommunication systems. Telecommunication systems include, but are not limited to, Military Strategic Tactical and Relay (MILSTAR), Information Screening and Delivery System (ISDS), Nova Information Exchange Terminal (NIXT), Submarine LF/VLF VMEbus Receiver (SLVR), High and Ultra High Frequency voice and data Systems and patching systems.
  • Knowledge of computer programs, policies, and standards used to maintain configuration integrity. These programs include but are not limited to the Naval Sea Systems Command's (NAVSEA) Configuration Data Managers Database-Open Architecture (CDMD-OA), Maintenance Figure of Merit (MFOM)/Mission Readiness Assessment System (MRAS), and Afloat Toolbox for Maintenance (ATM) programs. Proficient in the use of computer aided drafting and design programs (CAD) used for the development of installation design plans in accordance with American Society of Mechanical Engineers (ASME) standards.
  • Extensive Knowledge of electronic test equipment and troubleshooting techniques used to conduct electronic system alignments, failure analysis, and equipment repair. Sound oral and written communication skills used for briefing personnel, developing policies, standards, and procedures for maintenance, installation or similar functions. Broad based computer skills and a full understanding of Navy information assurance vulnerability assessment policies. Must be able to perform a full range of duties, operate independently, and be able to solve complex technical challengblems. Must be able to select and adapt appropriate methods from a wide range of alternatives to solve design and operational problems; plan and schedule complex electronic/electromagnetic communication system upgrades, modifications, and new equipment acquisition and installation.
Required: Top Secret Clearance Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25lbs.
