FMS Program Management Analyst Senior Department: SAS DAYTON, OHOffice: Wright Patterson AFB, OHLocation: Fairborn, OHSTART YOUR APPLICATION (https://apply.hrmdirect.com/resumedirect/ApplyOnline/Apply.aspx?reqid=3138394&source=3138394-CJB-0) Job Title: Foreign Military Sales (FMS) Program Management Analyst SeniorJob Description:The Contractor shall support foreign military sales (FMS) teams by working on multiple F-16 FMS programs located at Wright Patterson, AFB, Ohio.Duties and responsibilities shall include:

The Contractor shall assist to plan, organize, complete and present assessments of program/project management concepts, analyses, studies and procedures.

The Contractor shall assist to evaluate implications of existing or proposed projects, programs, processes, and policies/laws and recommend improvements.

The Contractor shall assist to collect and analyze manpower data on previous programs and developing new manpower estimated for the new programs.

The Contractor shall assist with preparation of documentation for LORs and implementation and execution of LOAs IAW the AECA, SAMM and DSCA Manual 5105.38-M DoD acquisition processes.

The Contractor shall assist to gather, analyze, evaluate, and document information required by program or project managers and foreign customers and provide daily administrative support with minimal or no assistance, utilizing FMS policies, the AECA and analytical methods or techniques.

The Contractor shall assist in coordination and obtaining approvals from the foreign disclosure office prior to release to foreign partners.The Contractor shall assist in preparing briefings and reports, and document meetings, plans, and discussions with US and foreign parties. The Contractor shall provide project management assistance for domestic and foreign travel. This activity shall include identifying requirements for travel and availability of meeting rooms; processing Government personnel travel orders in Defense Travel System (DTS); initiating foreign travel country clearances through Aircraft and Personnel Automated Clearance System (APACS); and coordinating with security, foreign disclosure, U.S. and foreign embassy staff, overseas MAJCOMs, and SAF/IA representatives to process overseas travel requirements. The Contractor shall assist to provide instruction to travelers in regard to obtaining visas, passports and other FMS necessary travel documents, and shall assist in applications if needed.The Contractor shall accomplish OCONUS and CONUS travel in support of F-16 program meetings, reviews, audits and other activities held at U.S. and foreign government and contractor facilities.

The Contractor shall interact with foreign liaisons on an as needed basis, including assist in providing reference material so foreign liaisons can address housing, vehicle, medical, travel and other issues.

Required Skills: Excellent written and verbal communication skills are required. Independent proficiency in MS Office Suite, including Teams, Excel, Power Point. Skilled in preparing briefings and packages for DoD acquisition audiences under tight timelines in order for them to be presented to senior leadership, other agencies, and higher headquarters. Capable of planning and executing program management reviews in the USA and overseas, including recording meeting minutes and taking / tracking action items. Understanding and ability to apply Tongue and Quill policies. Ability to book travel in DTS and handle processing visas in APACs. Demonstrated analytical and organizational skills. Must be detail oriented as well as capable of working with a wide variety of personnel in various functional areas (i.e., acquisition, engineering, logistics, test, etc.). Able to work well under pressure. Must be professional in appearance and demeanor as your will be engaging with foreign military sales officers. Additional Requirements: Candidate must hold or be able to quickly obtain a USA passport to support OCONUS travel. Candidate will need to provide evidence s/he meets immunization and health requirements of host nation(s) in order to support OCONUS travel.Education: Bachelor's Degree highly desired, however tradeoff in education may be offset with experience in administration, project management, and/or analytical work assignments.Years- Experience: 8-14 years of administrative, analytical or project management support. Recommend candidate has 2 years of experience in DoD acquisition and 1 year of experience in FMS program support.Travel: Yes. Travel in the USA and overseas is mandatory. Surge Hours: This position is in the foreign military sales branch. This translates into the contractor being required to work surge hours (longer than 40 hours per week); work weekends; or in the evenings to support FMS program reviews and travel. Personnel desiring a traditional 40-hour work week (Mon-Fri) should not apply.
