This posting is for an Engineer I that will serve as the Assistant Division Utility Engineer in the Division 3 Office. This position will complete the day-to-day administration of utility relocations for major and minor transportation projects. This position will maintain close coordination with the Project Development unit, design firms, and Right of Way units to ensure all proposed Utility By Others (UBO) and Utility Construction (UC) plans are of sufficient design to ensure constructible, and all utility relocation timeframes fall within the terms set forth in the contract. The Assistant Utility Engineer will be responsible for reviewing the Project Delivery Network (PDN) and ensuring all design firms for UBO and UC design have been properly scoped to completion. This position will also be responsible for reviewing and approving/rejecting all supplementals related to UC and UBO design. The position will supervise NCDOT and CEI employees and prepare and evaluate their performance. This position will be responsible for promoting a safe working environment, possessing a working knowledge of the principles and practices of engineering, and knowledge NCDOT policies and procedures. The Assistant Utility Engineer will attend all project development meetings for future projects and provide insight into relocation time frames, easement requirements, and provide a UC and UBO preliminary estimate for budgeting purposes. This position will also be required to review and evaluate field collected data to prepare utility construction designs, plan sheets, and finalize special provisions to include in future project such as the design of Power, Tele communications, gas lines, water, and sewer design. Duties of this position will include generating and approving all UBO and UC plans and necessary agreements/permits with private and public utilities such as Utility Agreements, U and O Agreements, URA Agreements and encroachments. The Assistant Utility Engineer will use engineering principles and NCDOT policies and procedures to address issues as they arise during utility relocations. The Assistant Utility Engineer will enter all agreements into SAP to facilitate payment of monthly invoices for all utility agreements. The duties also include administering the Division 3 tree clearing contract, implementing erosion control policies and procedures, and keeping records necessary for preparation of monthly estimates. In addition to working with Division 3 personnel, this position will also be working with the central design unit and central utility unit to coordinate all utility design and relocations for Central LET projects. The Assistant Division Utility Engineer will work closely with contractors, utility companies, government agencies, and communicate with the public and news media. Experience in reading and interpreting highway construction plans and contracts.
Experience with interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures to convey information to engineers, developers, members of the public, public officials, and NCDOT personnel.
Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
Computer experience including office software.
Knowledge and understanding of general concepts, practices, and theories used in construction, construction inspection, and/or construction surveying.
Additional Expectations:The applicant should have a base working knowledge to use computers for office work (MS Word, Excel, Access, SAP) and CADD (Microstation, GEOPAK). A working knowledge of NCDOT policies for accommodating utilities and NCDEQ regulations for water and sewer design is needed. Travel to field sites for meetings and investigations with occasional overnight travel is required. The position requires the ability to train and provide technical assistance to other employees, give clear instructions and directions to employees, utility company personnel, consultants and DOT staff concerning utility/highway matters.
