Manager - Gas Service Manager

The Gas Service department, primarily an emergency response department, is responsible for the reliability; security; and integrity of the gas distribution system, and the safety of its employees and the public. Specifically, the Gas Service department is responsible for: safely and promptly responding to odor, leak and emergency notifications; conducting leak and carbon monoxide investigations; conducting leak surveillance and safety checks; compliance with departmental and regulatory programs (e.g., Valve, Regulator and BOPA inspections; Periodic Meter Changes); andinstalling new business meters as well as piping work including meter move outs and capacity upgrades. The Manager, Gas Service, is a multi-faceted position with responsibilities that include (but not limited to):ensuring proper work methods are applied and safety precautions are followed;leading and motivating the workforce and ensuring high quality workmanship and productivity;overseeing risk mitigation and operational compliance activities;balancing fieldwork and administrative activities; supporting achievement of departmental objectives and company performance goals;effectively collaborating, communicating, and interacting with internal departments; managing the department budget and forecasting same;interacting with external customers and effectively resolving customer requests/complaints; andestablishing and maintaining good working relationships.Responsibilities Core Responsibilities Provide daily oversight of management and front-line (i.e., Union) employees regarding safety practices and standards; gas operations work methods and procedures; and regulatory and compliance requirements and programs. Plans, coordinates, and implements Gas Operations programs and work activities in accordance with applicable procedures and specifications without compromising safety or system integrity and reliability. Ensures timely and appropriate response of gas emergency calls, gas facility inspections, and completion of annual programs as required, in accordance with applicable company specifications and governmental regulations. Coordinates and ensures the availability and timely delivery of materials, supplies and equipment. Participates in monthly materials meeting, and Gas Standards meeting. Plans, organizes, schedules, and assures the assignment of personnel to optimize productivity and meet departmental and company operating goals. Monitors compliance with Company policies and procedures, e.g. Performance Evaluations, EEO, Substance Abuse, Discipline, Security, Productivity, Environmental Instructions, Standards of Business Conduct, etc. Ensures Compliance to Company, governmental and regulatory requirements and provides liaison with agency representatives as required. Fosters human performance initiatives. Essential to be available to respond to emergencies on a 24/7 basis. Ensures proper response to emergencies and interfaces with the Gas Emergency Response Center (GERC) and Gas Control Center (GCC). May supply and direct resources during emergencies. Promotes a positive orientation to customers and actively seeks to increase customer satisfaction and improve the Company's public image. Conduct formal performance reviews and provide regular coaching of direct reports, including setting goals in the interests of Safety, Operational Excellence, the Customer Experience, and Compliance. Cultivate a culture of zero-harm by consistently and proactively demonstrating safety leadership and by promoting and leading safety initiatives. Ensures compliance with all safety; gas system; and business process work methods, procedures, policies, and requirements. Oversee the daily operational workload to ensure minimum resource requirements are maintained appropriately, allocated resources are fully utilized, and customer appointments are kept. Perform sound decision making and problem-solving regarding safety and compliance, often during emergency situations. Safely and promptly respond to odor, leak, and emergency notifications. Respond to and manage incidents and emergencies, often as the Incident Commander. Perform timely, accurate, and organized management of various and important administrative activities (e.g., timesheet review and approval, time-off approvals, fieldwork paperwork review, leak sheet/template reviews, work dispatch). Supervise workforce through coaching, counseling, and team building to ensure high quality work performance and productivity. Monitor workforce performance including issues relating to sickness, discipline, and poor standards of work to ensure that work is performed safely, efficiently, and effectively. Maintain working knowledge of safety standards; gas standards and work procedures; relevant human resource policies, and the Collective Bargaining Agreement. Make sound decisions that positively impact the safety of the management team, union workforce and the public; business processes; the customer experience; and working relationships with internal departments and teams. Meet deadlines or communicate effectively and promptly when there is a delay. Participates in the Company's emergency management processes and storm plans. Performs special projects and other related assignments as required. The Core Responsibilities are not all inclusive as job descriptions may and do change periodically.Qualifications Required Education/Experience Associate's Degree Business Management/Administration, Engineering, or related discipline and 7+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience or Bachelor's Degree Business Management/Administration, Engineering, or related discipline and 5+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience or Master's Degree Business Management/Administration, Engineering, or related discipline and 2+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experienceRelevant Work Experience Working knowledge of gas distribution system, operations, maintenance and/or gas construction work methods. Required Technical proficiency within subject matter and experience with leading a team involved in field operations activities or direct experience supervising front-line employees. Required Experience with emergency response and the supervision of personnel engaged in emergency fieldwork. Required Working knowledge of Company safety standards and programs. Required Working knowledge of the Collective Bargaining Agreement and relevant Human Resources Policies. Required Demonstrated ability to lead, manage, and motivate management and bargaining unit employees. Required Ability to manage multiple tasks independently and effectively; and be effective in a fast-paced and emergency environment. Required Demonstrated ability to achieve business objectives and performance goals. Required Experience with operating budgets and forecasting. Required Ability to effectively implement and facilitate various company programs and initiatives. Required Working knowledge of the Gas Mobile Dispatch system, or equivalent. Required Working knowledge of the National Fuel Gas Code. Required Experience with off-hour on-call responsibilities. Preferred Strong computer and Microsoft suite proficiencies. Preferred Proficiency in performance management, conflict resolution, and contractual interpretation. Preferred Knowledge of emergency response principles and/or Incident Command System (ICS). Preferred Reside within the gas service territory (Rockland County, Orange County) PreferredLicenses and Certifications Driver's License Required Commercial Driver's License (CDL) - Class A 1 Year RequiredPhysical Demands Select an option aboveAdditional Physical Demands Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers. This position is subject to drug and alcohol testing as required by the Department of Transportation. 5 days a week in-person for office and field work. This position reporting office is Spring Valley but requires weekly office and field presence at all three work out locations: Spring Valley, Blooming Grove and Middletown Must fulfill the requirements of the Operator Qualification for the assigned area within one (1) year of accepting the position. Work requires off-hour on-call responsibility (Duty Supervisor) on a rotational basis providing emergency response and supervision of personnel engaged in off-hour emergency operations. This rotational basis includes nights, weekends and holidays Must fulfill the requirements of the Duty Supervisor qualification within nine (9) months of accepting the position. Work is sometimes conducted outside, in varied conditions and terrain including adverse weather conditions, climbing, and working in areas of limited space, and in a shared office environment. At times, requires working long hours in response to outage situations and shift coverage requirements. Work requires sitting, walking, standing, stair climbing, completion of paperwork, using a telephone and computer and attending meetings. Work with computers for long periods of time during the day. Travel to other company divisions and to other company locations to attend training is required is required. Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
