The Regulatory Advisory and Transformation legal group is a global team that supports Citi business lines, legal entity management teams, Compliance, and Regulatory Engagement teams. The group provides technical legal advice on banking & financial services regulatory change developments impacting Citi, including advising on the potential impact of new regulations to Citi business lines and legal entities, regulatory change implementation and regulatory-driven business change projects.The Regulatory Advisory and Transformation legal group in the U.S. is hiring a senior lawyer who will provide legal coverage in relation to major regulatory, transformational and business change projects, with a particular focus on CFTC and SEC obligations for swap dealers and security based swap dealers. Experience advising on broker-dealer regulations is also desirable. The individual should have a strong knowledge of financial products and services (with experience working in derivatives), as well as an understanding of the commercial drivers for particular financial products and services.The individual should be highly versatile with wide experience gained in a combination of private practice law firm and/or industry experience working in financial services. Cross-border transactional experience as well as experience working on large scale regulatory-driven projects would be highly regarded.The individual will provide input into strategic decisions, exercising sound legal judgement to develop proactive, risk-appropriate, and commercially business-oriented solutions. This is not a management position.Responsibilities: The individual will have responsibility for a variety of key activities in respect of major regulatory, transformational and business change projects impacting Citi globally and within North America, including the following responsibilities:
serving as subject matter expert on Dodd-Frank requirements for swap dealers and security based swap dealers;
advising on U.S. broker dealer regulations;
providing regular and succinct updates on regulatory developments and business change projects to Citi Legal and key internal stakeholders;
leading Legal’s interaction with external counsel and managing required legal advice on implementation of regulatory matters;
providing legal input as necessary with respect to Citi’s responses to industry consultations and regulators and participation in industry association calls on behalf of Citi; and
acting as liaison and coordinator between Legal and different Citi project management and implementation teams with respect to regulatory and business change projects.
staying abreast of the regulatory and legal environment, internal policies, and industry trends that impact Citi businesses.
Qualifications:
7+ years of relevant industry experience, preferably in financial services
Strong knowledge of regulatory requirements for swap dealers and security based swap dealers.
Strong knowledge of derivatives products and associated legal documentation.
Knowledge of broker dealer regulatory requirements is preferred.
Experience in transactional work, including cross-border experience is preferred.
Experience working in a major bank preferred.
Experience in large scale financial regulatory projects preferred.
Strong project management and organizational experience in designing and managing processes.
Strong communication skills (both written and oral), managing stakeholders at senior levels.
Self-driven and ability to manage and deliver projects
Ability to work in fast-paced environment, with availability during some “non-business” hours to accommodate global team
Education:
J.D. obtained in the United States
Attorney admitted to practice in the State of New York
