The qualifications are: Trainee 1 Level: A bachelor’s or higher degree Your degree must have been awarded by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Trainee 2 Level: Either - A bachelor’s degree and one year of professional human resources experience OR a Juris Doctor, master’s, or higher degree in a related field can substitute for one year of specialized experience. Full Level: A bachelor’s degree and two years of professional human resources experience. OR a Juris Doctor, masters, or higher degree in a related field can substitute for one year of specialized experience. Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law. Duties Description Under the supervision of a Human Resources Specialist 2, the Human Resources Specialist 1 will perform general personnel activities, which include: Recruitment, Placement and Employment Services. Duties include but are not limited to: Assist in the management of the workforce through appointments, promotions, transfers, reinstatements, and terminations, and develop requests for new positions, reclassifications, reallocations, earmark releases and special salary treatments as assigned. Understand and interpret Civil Service Law, State Personnel Management Manual, Civil Service Attendance and Leave Manual, Title and Salary Plan and other official references to properly perform a wide variety of human resources activities. Assist with recruitment related activities and events. Work with management to identify areas of need and assist with targeted recruitment efforts to fulfill those needs. Effectively communicate with candidates, providing timely responses to inquiries and providing information on the appointment process. Participate in large workforce initiatives at DOT, such as Seasonal Hiring and Reduction in Force. Assist with the supervision of a staff of employees in the Regional Administrative Office who are responsible for a variety of tasks including: Personnel, Employee Relations, Purchasing, Facilities, and Training. Provide guidance to program managers and support staff in all areas of administrative unit activities; act as liaison with Main Office Payroll to resolve discrepancies and customer relations issues. Special projects and/or assignments as needed. The incumbent selected for this position must possess excellent oral and written communication skills and will be required to establish and maintain working relationships with professional, paraprofessional and support staff. Additional Comments Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
