Responsible to maintain plans, layouts, and incorporate them into field changes. The Signal Circuit Designer will be responsible to design and/or provide a thorough circuit analysis of the electrical circuits for the modification of the existing signal system or for the installation of a new signal system and thereby resulting in a signal system that is safe, reliable, and more efficient for today’s train operations. Check and review other design projects and As-In-Service plans executed by Assistant Circuit Designers and or other Signal Designers. Ensure compliance with Federal Railway Administration (FRA) regulations for wayside signal systems and grade crossings. Support and provide technical assistance to Signal Department personnel, Signal Construction and Signal Maintenance forces. RESPONSIBILITIES: Responsibilities may include but are not limited to: Assistant Signal Circuit Designer:

Prepare As In Service plans which incorporate all field changes into the original designs.

Assist Signal Circuit Designer in preparation of signal design drawings. This includes all AutoCAD printing, filing, and distribution associated with the task.

Creating, maintaining, and updating databases for engineering documentation, organizing and updating existing engineering drawings.

Assist Signal Circuit Designer in preparation of block layout design. This includes drawing the Track and Signal Routings (TSR's) for locations required by the design.

Supporting the completion of all Signal related design and other engineering tasks as directed by and under the supervision of Design personnel and/or Senior Management.

Maintain standard mechanical plans, switch layouts, and list of approved equipment (Referenced Material Specification 201).

Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

Signal Circuit Designer:

Design new circuitry and related plans for use by signal field forces to implement new signal systems. This includes hardware and software design for vital microprocessor Interlockings and Signal Supervisory Systems.

A thorough circuit analysis of signal plans as designed by in-house design teams and consultants before they are issued to field forces for installation.

Supervise, check, and advise other design personnel, including consultants in preparation of signal layout plans, and other data relative to signaling.

Select and order signal equipment and related material, write specifications for procurement. Assist Purchasing Department by development of standard plans and catalog descriptions of signal equipment.

Assist field supervision to implement new system. Assist in trouble shooting and emergency field repairs when necessary.

Revise/upgrade existing signal plans for alterations by field forces.

Prepare estimates for proposed signaling projects.

Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling.

Review direct reports and approve performance appraisals.

Promote safe work practices and provide safe working conditions.

Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

Perform other assignments as requested by senior management.

QUALIFICATIONS:

Assistant Signal Circuit Designer

Associate degree in electrical engineering or related field or demonstrated, directly related, equivalent experience in lieu of the degree.

Must possess specialized knowledge in the area of railway signaling and electrical engineering.

Must possess basic drafting and blueprint reading skills/experience.

Must be able to prepare signal circuit designs under supervision by means of drawings.

Must possess basic knowledge with relay-based logic design and with designing microprocessor devices or software logic.

Must possess basic understanding of train operations, rules, physical characteristics, and experience/knowledge of the application of signal equipment as per vendor's recommendations to produce appropriate designs compatible with LIRR operations.

Must possess effective oral and written communication skills.

Must possess effective problem-solving, strong analytical, decision-making and PC skills.

Signal Circuit Designer

Associate degree in electrical engineering or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.

Must have a minimum of 5 years' LIRR signal design or signal field operations experience.

Must possess directly related experience in designing or checking signal circuits and other related tasks recognized as signal design.

Must have ability to create independent signal designs.

Must possess a thorough understanding of operating, FRA, and safety rules relevant to their application to signaling.

Must possess basic knowledge of mechanical engineering and construction principles.

Must possess basic knowledge of electronics and computer sciences as applied to signaling.

Must possess knowledge of locomotive and MU operation as related to signaling.

Must possess knowledge of field signal work skills, installing and repairing, testing, and adjusting all types of signal equipment.

Must possess directly related experience in troubleshooting /designing signal circuits and other related tasks recognized as signal design.

Must possess knowledge of physical characteristics, layout, and operation of the entire LIRR.

Must possess effective oral and written communication skills.

Must possess effective problem-solving, strong analytical, decision-making and PC skills.

Preferred/Desirable Skills/Qualifications:

Bachelor's degree in Electrical Engineering. Strong knowledge of electrical engineering as applied to circuit operation and 2 years signal experience.

A high skill level in reading blueprints, charts, graphs, and tables.

Knowledge and understanding of FRA rules and regulations.

Ability to complete electrical rail signal designs with minimal direction.

Ability to interpret rules and regulations and convert them to signal logic.

Ability to teach, motivate, and develop subordinate employees and consultants.

Ability to prepare cost estimates relevant to signaling projects.
