POSITION OVERVIEW: The Pipe Foreman is responsible for supervising and coordinating the installation of underground utility systems, including water, sewer, and storm drainage. This position requires extensive experience in pipe installation, strong leadership and supervisory skills, and the ability to ensure compliance with safety regulations and project specifications. The Pipe Foreman is expected to oversee crews, maintain documentation, and communicate effectively with project managers, equipment operators, and inspectors.

Key Responsibilities (Essential Duties and Functions):

SAFETY & COMPLIANCE:

Enforce and ensure compliance with OSHA, DOT, and all applicable state and federal regulations.

Conduct daily safety briefings and enforce all safety procedures, including the proper use of PPE, trench safety protocols, and job site hazard prevention.

Identify and mitigate risks associated with trenching, excavation, and heavy equipment operations.

Maintain and promote a safe work environment, ensuring all employees adhere to company safety policies.

Ensure proper traffic control measures are in place when working near roadways.

Investigate and report accidents, near misses, and unsafe conditions to management.

PROJECT MANAGEMENT & SUPERVISION:

Direct and supervise a crew of pipe layers, laborers, and equipment operators to ensure work is completed safely, efficiently, and according to specifications.

Assign tasks and monitor crew performance to maintain productivity and meet project deadlines.

Provide on-the-job training and mentorship to crew members as needed.

Ensure all work is performed to grade, per plans and specifications, and in compliance with industry standards.

Coordinate with project managers, inspectors, and engineers to resolve any issues and maintain job site efficiency.

Communicate effectively with subcontractors, suppliers, and other trades working on-site.

PIPE INSTALLATION & QUALITY CONTROL:

Oversee the installation of water, sewer, and storm drainage systems, ensuring proper pipe alignment, grade, and connections.

Ensure pipe installations meet required testing standards, including pressure tests, vacuum tests, and deflection tests.

Verify pipe elevations and slopes using pipe lasers, transits, and other alignment tools.

Inspect and approve all work performed before backfilling to ensure quality and compliance with project plans.

Maintain a strong understanding of soil compaction, bedding materials, and backfill methods to protect installed utilities.

DOCUMENTATION & RECORD KEEPING:

Maintain accurate daily job reports, production logs, and crew timecards.

Document pipe installations, material usage, and any field modifications or changes.

Complete all required safety documentation, including JHAs (Job Hazard Analyses), safety meeting logs, and incident reports.

Track and document equipment use, fuel logs, and maintenance needs.

Ensure compliance with permit conditions, environmental requirements, and regulatory documentation.

Additional Responsibilities:

Always represent the company in a professional manner when interacting with clients, inspectors, and the public.

Be punctual and prepared to begin work at the designated start time each day.

Be willing to work flexible hours, including overtime and weekends when necessary.

Work effectively in a team environment and assist in other duties as needed.

Ensure proper care, use, and maintenance of tools, equipment, and company property.

Education & Experience Requirements:

Minimum 5 years of experience in underground utility installation. Supervisory experience preferred, but not required.

Strong knowledge of water, sewer, and storm drainage systems.

Experience using pipe lasers, transits, levels, and other alignment tools.

Ability to read and interpret blueprints, project plans, and specifications.

Proficiency in construction documentation and reporting.

General Requirements:

Must have a valid driver’s license and clean driving record.

Ability to lift and carry up to 75 lbs., bend, kneel, and work in trenches and confined spaces.

Must be able to work in various outdoor conditions, including extreme temperatures and inclement weather.

Strong problem-solving skills, leadership ability, and decision-making skills.

Excellent communication and organizational skills.
