Contract Type LOA If other, please specify Recruitment Type Open Position Details General Statement We seek an experienced Fiscal Manager to support grant and project administration for two of MSU’s dynamic public-facing research and service enterprises with combined annual budgets in excess of $4M.The Mountains and Plains Thriving Communities Collaborative (MaPTCC)’s primary objective is to deliver effective, locally informed technical assistance to increase the capacity of entities committed to energy and environmental justice in EPA Region 8 to successfully identify, apply for, win and manage grants; secure private funding; and build coalitions to amplify their collective power. The mission of the Center for Research on Rural Education ( CRRE ) is to respond to the pressing concerns of small, rural, and remote schools and communities across Montana, the nation, and the world through carefully designed service and research. The CRRE is home to multiple grant funded projects focused on reducing the critical shortage of teachers and counselors in rural Montana and increasing mental health literacy for Montana’s students across the state.The primary role of this position is oversight and execution of all aspects of the fiscal management for MaPTCC and the CRRE . The iFiscal Manager provides administrative, accounting and reporting functions, supports the project manager in budgeting and administrative tasks. The Fiscal Manager liaises with MSU’s extensive fiscal and grants management enterprise, which provides professional development and mentorship. The Fiscal Manager reports to the Project Manager of MaPTCC and the CRRE Director.Duties and Responsibilities
In coordination with the Project Manager and CRRE Director, help to prepare budgets and content in support of specific projects and grants.
Manage awarded grants and projects to ensure fiscal accountability, including cost share management, and provide timely and accurate reporting as required by agencies.
Serve as the primary resource for MSU policies and procedures and HR processes including employee on-boarding, contract renewals and funding changes, and the procurement of equipment and services.
Serve as point of contact for internal and external communications.
Support program evaluation and reporting with budgetary data and percentage of effort analysis.
Coordinate and provide logistical support for events, workshops, lecturer series and conferences in support of educational and outreach programs.
Serve as liaison with Fiscal Shared Services for accounting services.
Required Qualifications – Experience, Education, Knowledge & Skills
Bachelor’s degree in accounting, finance, business management, or related field, or an equivalent combination of education and/or experience.
A record of progressively responsible fiscal management including experience preparing and monitoring budgets and financial reports with a high level of accuracy.
Able to interpret, apply and communicate a wide variety of policies and procedures to students, staff and faculty and analyze complex reports.
Experience using computerized accounting systems, spreadsheets, databases, and word processing software.
Able to organize and prioritize workload and deadlines and handle complex situations while working under minimal supervision.
Preferred Qualifications – Experience, Education, Knowledge & Skills
Master’s degree in accounting, finance, business management, or related field, or an equivalent combination of education and/or experience.
Demonstrated interest in community development, environmental justice and/or clean energy.
Administrative and fiscal management experience in an institution of higher education.
Experience with federal cooperative agreements and large, complex, multi-disciplinary grants and contracts.
Demonstrated skills with grants and contracts administration and reporting, including knowledge of federal rules and regulations.
Knowledge of MSU and State of Montana policies and procedures.
