SummaryAbout the Position: This is a U.S. Army Corps of Engineer Federal Employees Compensation Act Fraud Investigation Unit (FECA FIU) position which supports the U.S. Corps of Engineers in the conduct of administrative investigations and inquiries of potential acts of fraud, waste, and abuse against the U.S. Army's Workers Compensation Program. This is a TERM position and may be extended up to 5 years. This position may also be converted to permanent without further competition.ResponsibilitiesIncorporate investigative records from other investigative sources such as Postal IG, NICB, SSA, Treasury or DOJ.Make recommendations on investigative activities or techniques and efficiency improvements to investigative processes.Present reports of investigation and investigative memorandum to US Attorneys to support requests for DOD IG subpoenas.Provide advice to managers on potential future cases drawn from analytical reviews of medical billing data.RequirementsConditions of EmploymentQualificationsWho May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as demonstrated skill: 1) Conduct investigations in medical insurance fraud, waste, and abuse violations of the Federal Employees Compensation Act (FECA), as administered by the Department of Labor's Office of Workers Compensation Programs (DOL OWCP) 2.) receive complaints, predicate investigations, review and analyze medical billing data; and/or 3.) plan investigations, gather evidence, conduct interviews, write reports, coordinate and negotiate with Department of Labor. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS 11). You will be evaluated on the basis of your level of competency in the following areas:CommunicationsCompensation ManagementCriminal InvestigationDatabase Management Systems Qualification requirements and Time in Grade must be met by the closing date of this announcement.EducationSome federal jobs allow you to substitute your education for the required experience in order to qualify.
