This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity.Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. This position and its team are scheduled to move to DCYF in July of 2025. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) (Within Minnesota or neighboring states) and flexible hours options are available .The Grant Accountant supports the fiscal policy expertise and analytical resources to the division for the federal Title IV-E Foster Care and Adoption Assistance programs. The Grant Accountant will provide oversight to maintain the integrity of the department’s Title IV-E claiming and will conduct and execute analysis of new/proposed legislation and other complex issues regarding the operational and fiscal components of current and new claiming opportunities for the state, counties, tribes, and other local entities.The Grant Accountant will also act as a consultant to staff and management, prepare and submit Minnesota’s Title IV-E federal quarterly statewide claims, and prepare expenditure reporting and analysis as needed by policy and financial operations management. Responsibilities include:

Serve as primary fiscal contact for the development and operation of the financial components for assigned programs and grants including, but not limited to, accounting, budgeting, reporting, payment processes and financial performance indicator for programs and grants as assigned.

Provide fiscal consultation, advice and assistance to recipient clientele on fiscal issues pertaining to the programs and grants administered by this position.

Consult, advise and provide technical assistance to program clientele on matters related to financial management, accounting, and administrative procedures so that programs and grants are operates fully within fiscal parameters required by state, federal and other funding sources related to assigned programs and grants.

Provide consulting and assistance to other clientele including the preparation and dissemination of reports, program analysis, program documentation and working papers.

Minimum QualificationsTo facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.2 years of professional accounting or financial experience. Experience must demonstrate:

Expertise in federal regulations and law relating to administrative maintenance reimbursement and claiming.

Knowledge of federal grant management.

Knowledge of federal administrative claiming methodologies and cost allocation plans.

Skills in analysis and comprehensive reporting.

Experience interpreting and analyzing fiscal data, reports, and records.

A Bachelor’s degree or higher in accounting may substitute for one (1) year of professional experience.Preferred Qualifications

Experience applying accounting principles (GAAP) and practices sufficient in creation of various financial statements and reports.

Ability to analyze and interpret complex fiscal reports and records for adherence and conformance to federal laws, state statutes, and department policies.

Experience using Microsoft Office products such as Word and Excel, including use of pivot tables and advanced formulas such as VLOOKUP or similar functions.

Communication skills that demonstrate the ability for clear and persuasive presentations to both internal and external audiences, including written and verbal skills to train other staff, answer questions, and provide accounting guidance.

Ability to plan, organize, and successfully manage competing priorities.

Knowledge of Title IV-E federal regulations.

Variety of experiences working effectively with others from different backgrounds and cultures.
